How in God’s name do these so called owners allow their dogs to get this way and them dump them anywhere. There needs to be “retirement homes” for dog, cats that are in such poor condition and need immediate medical care. We given millions in financial aid to countries that hate us, yet we have helpless animals constantly being abused by so called owners and if a stray, jerks on the street. We should use that money to build facilities where senior pets can live out their lives in peace and comfort.
