Meet Lucy; #A5722569 this nine-month-old German shepherd is visibly heartbroken after she was surrendered to the Downey Animal Care Center in California. Sadly, Lucy must have drawn the short straw. She lies quietly in her kennel not understanding why she is no longer wanted by her previous owner.
