Man caught on video cruelly tossing dog over fence at cellphone tower

Authorities are asking for the public’s help finding a man seen on video abandoning a dog at a cellphone tower located at Flossie Way and Pourroy Road in Riverside County on December 15, 2022. The disturbing incident occurred in the Winchester area where the man was spotted picking up the dog and “hurling it over a tall fence topped with razor wire.”

According to the Riverside County Department of Animal Services, maintenance workers alerted the department after finding and caring for the dog shortly after he had been abandoned.

The video shows the man standing next to the dog before picking him up and throwing him over the fence, and then the man is seen walking away.

When the maintenance workers at the cell tower arrived and found the dog, the poor pooch was very thirsty; the men gave him three bottles of water to drink. He is currently being treated for scratches and an eye infection.

The dog, named Ken (formerly KO) is available for adoption at the Riverside County Animal Services. He is an eight-year-old mixed breed and was microchipped. His identity led him back to Robert Ruiz, Jr., 30, who authorities have not been able to locate at his Temecula address.

Authorities are now seeking an arrest warrant for Ruiz Jr. who could be charged with willful animal abandonment.

“We are confident the man in the video is the owner of the dog. It is just shocking to see this act. It’s a small miracle the dog did not suffer serious injuries from the razor wire or from such a high drop.”
