In Portland, Oregon, officers with the Woodburn Police Department found an abandoned German shepherd tied to a 50-pound cinder block in the middle of a local street. Officers had responded to a call on the early morning of May 15, 2026 in the area of 600 Willow Avenue.
A local resident had spotted the dog when he looked out his front window. An avid animal lover, he quickly became concerned for the dog’s safety and welfare and brought out food and water for the dog while waiting with hopes the dog’s owner would soon show up
According to the Woodburn Police Department, following an investigation, it was determined that the seven-year-old dog had become frightened during a storm and escaped from his home while still tethered to a concrete block. The dog was safely transported to the Marion County Animal Shelter and later reunited with his family.
Officers also inspected the dog’s living conditions and confirmed the dog had adequate food, water and care. The owner was cited for Unlawful Tethering under Oregon law, which limits the time a dog may be tethered in a 24-hour period. Community Service Officers will continue follow-up visits to ensure compliance and the dog’s ongoing safety.
