German shepherd found tethered to short rope attached to cement block in middle of street

In Portland, Oregon, officers with the Woodburn Police Department found an abandoned German shepherd tied to a 50-pound cinder block in the middle of a local street. Officers had responded to a call early on Wednesday morning in the area of 600 Willow Avenue.

A local resident had spotted the dog when he looked out his front window. An avid animal lover, he quickly became concerned for the dog’s safety and welfare and brought out food and water for the dog while waiting with hopes the dog’s owner would soon show up.

Police responded to the call and freed the dog. The seven-year-old shepherd has since been taken to the Marion County Dog Shelter. He has been reported to be in good health, and it is hoped his owner will soon come forward.

Authorities are asking the public for help in identifying the dog or its owner.
