Animal abuser’s puppy returned: Advocates call for stricter penalties

In Jacksonville, Florida area residents were shocked when a puppy was returned to a man who had been videoed in March picking the puppy up by the neck, yelling at her and smacking the defenseless pet while she whimpered in pain and pure fright. The video, taken by a neighbor with her cellphone, showed the disturbing actions of Matthew Long towards his puppy.

According to Channel9News, the woman who took the video, as well as neighbors were outraged and concerned about Fiona’s safety – the beagle and hound mix when returned to Long. From viewing the video, it appeared as if the puppy may have defecated in the house, and when the owner picked the puppy up to punish her, the dog was so frightened, she defecated all over her back end. Obviously the owner became more infuriated. The man could be seen roughly handling the dog, using a hose to clean it, picking the puppy up by the neck, slapping and kicking her away – as the pup quickly ran away to hide. The puppy’s punishment wasn’t over however, as the yelling man grabbed the puppy again holding her by her neck and telling her “you’re going to learn.”

Misdemeanor animal abuse is punishable up to one year in jail and a fine of $5,000.

Court documents show Long was fined $505 for animal cruelty. A spokesperson for Judge Gary Flower’s office stated Fiona was returned under the condition that Long takes an anger management course, attend obedience classes with the dog, pay $1,015 to the city for boarding the dog and write an apology letter to Fiona. Area residents and animal advocates are urging people to sign a petition hoping to impose harsher penalties for animal abusers. Misdemeanor animal abuse is punishable up to one year in jail and a fine of $5,000.

There is an update on Fiona today on our page. Fiona was legally returned to Matthew Tanner Long by Judge Gary Fowler. Jacksonville Animal Care & Protective Services argued that she should not go back to him but Judge Fowler returned her to Long.Long paid a $505.00 citation and was told by Judge Fowler to go anger management…………….The abused puppy is safeThe best news we have had all week the puppy has been removed from this horrible person. JACPS got her today.We can now show you the video we received from one of his neighbors. The video is not the best quality and you have to watch it to the end to see all of the abuse.The neighbor is very afraid of this man but could not sit back and do nothing. This is not the first time he has abused her but hopefully this will be the last time

    THIS IS INSANITY!!!! WHY was this baby returned to this stupid, idiotic, lousy excuse of a human??? ALL HE WILL DO NOW IS HIDE his abuse!!!
    The judge who did this should be removed from the bench and thrown in jail for being a TOTAL A.H. who hates animals!!!!!!!!!!!!!!!!!!!!!!

    Whoever returned this poor innocent abused puppy to Matthew Long should be fired ASAP – they have the common sense of a rock and the no consideration or compassion for Fiona – Judge Gary Flowers is an embarrassment to the whole judicial system. Matthew Long should be sitting in jail awaiting a trial and Fiona placed in a rescue where she can get a safe loving home, which she OBVIOUSLY never had – she will probably be dead within six months being returned to an abuser. This is a travesty and the system MUST be changed – Flowers had the ability to take her away and did not – HE is as bad as Long.

      100% agreement. This is a death sentence for Fiona. This wasn’t her 1st beating & it will get worse now.
      Innocent animals and good people do not have a chance in this world to survive. Eye for an eye will be the only justice to say the innocent.

    OMG!! We can pass all the harsher laws we can manage to enact BUT if the courts aren’t onboard with the horror and depravity called animal cruelty we will never put a dent in this despicable crime! I hope the hell this evil monster will be monitored but I doubt it. This is Florida after all! Until MANDATORY jail time is attached to animal cruelty laws we will keep seeing the stupidity this judge has shown towards the suffering of this dog,and this poor puppy is in danger as long as it’s in the care and control of this jackass! And we wonder why animal abuse is so,so rampant and growing by the day! SO FREAKING SICK AND TIRED OF THESE DUMBASS JUDGES HANDING DOWN THESE NON PUNISHMENTS! SMH. IM SO PISSED!     This is RIDICULOUS !!!! He shouldn’t be around animals at ALL !!! Maybe, after he has done some time, paid restitution and SUCCESSFULLY completed anger management. Just because he takes the class, sure doesn’t mean he is going to learn anything. I really can’t believe this !!!!

Anger management isn’t going to do this POS any good and he will be back at the abuse in no time! I don’t believe the stupidity in this!     This Judge was Wrong giving this SCUM BAG His Puppy back. The Judge should be in Jail for Letting this Happen. Karma will get this Judge Soon.
