In Jacksonville, Florida area residents were shocked when a puppy was returned to a man who had been videoed in March picking the puppy up by the neck, yelling at her and smacking the defenseless pet while she whimpered in pain and pure fright. The video, taken by a neighbor with her cellphone, showed the disturbing actions of Matthew Long towards his puppy.
According to Channel9News, the woman who took the video, as well as neighbors were outraged and concerned about Fiona’s safety – the beagle and hound mix when returned to Long. From viewing the video, it appeared as if the puppy may have defecated in the house, and when the owner picked the puppy up to punish her, the dog was so frightened, she defecated all over her back end. Obviously the owner became more infuriated. The man could be seen roughly handling the dog, using a hose to clean it, picking the puppy up by the neck, slapping and kicking her away – as the pup quickly ran away to hide. The puppy’s punishment wasn’t over however, as the yelling man grabbed the puppy again holding her by her neck and telling her “you’re going to learn.”
Misdemeanor animal abuse is punishable up to one year in jail and a fine of $5,000.
Court documents show Long was fined $505 for animal cruelty. A spokesperson for Judge Gary Flower’s office stated Fiona was returned under the condition that Long takes an anger management course, attend obedience classes with the dog, pay $1,015 to the city for boarding the dog and write an apology letter to Fiona. Area residents and animal advocates are urging people to sign a Change.org petition hoping to impose harsher penalties for animal abusers. Misdemeanor animal abuse is punishable up to one year in jail and a fine of $5,000.

There is an update on Fiona today on our page. Fiona was legally returned to Matthew Tanner Long by Judge Gary Fowler. Jacksonville Animal Care & Protective Services argued that she should not go back to him but Judge Fowler returned her to Long.Long paid a $505.00 citation and was told by Judge Fowler to go anger management…………….The abused puppy is safeThe best news we have had all week the puppy has been removed from this horrible person. JACPS got her today.We can now show you the video we received from one of his neighbors. The video is not the best quality and you have to watch it to the end to see all of the abuse.The neighbor is very afraid of this man but could not sit back and do nothing. This is not the first time he has abused her but hopefully this will be the last time
