DeKalb County Georgia launches pet litter registry to make backyard breeders more accountable

DeKalb County, Georgia will officially launch the Litter Registry Ordinance on January 1, 2026 when all owners of dogs, cats and domestic rabbits will be required to register their litters within 21 days of birth.

Additionally, there are new restrictions on the number of litters in a 12-month period. Non-licensed individuals will be limited to one litter in a 12-month span.

The ordinance will also start to provide statistics as to where in the county the most pets are being born, and how many dogs are really coming from backyard breeding.

The provision HB 331 also bans pet sales in public outdoor spaces like parking lots. The ruling continues to target backyard breeders by increasing reporting and helping the state control roadside sales with the hopes of easing the strain on animal shelters and rescue organizations.

According to officials in the county, it is hoped the registry will reduce pet overpopulation, improve public safety and help pet owners get in contact with resources for free vaccines and microchips.

The new legislation applies to anyone breeding, except those already licensed by the Georgia Department of Agriculture.

Let’s hope other counties and other states follow the example. Improving animal welfare and the value of each and every dog’s life is so important.
