Police facing backlash and public outcry after officer shoots and kills two dogs on Interstate

In Heyburn, Indiana, on Saturday, officers from the Heyburn Police Department had been dispatched to Interstate 84 for two loose dogs running precariously on the freeway causing dangerous traffic conditions.

A press release from the Heyburn Police Department stated the officers recognized the hazard as vehicles had been traveling at high speeds along the highway, and that citizens had been unsuccessful capturing the dogs. Officers stated they tried calling the dogs and whistling, but the dogs did not respond. Additionally, the release stated the dogs were not in range to use a taser.

Stephanie Carsner had arrived at the location ready to help round up the canines, and along with dozens of volunteers were close to capturing the dogs.

That’s when the officers took aim and shot the dogs. Both dogs were killed.

Stephanie Carsner was in shock. She posted a widely shared video on Facebook detailing what happened seconds before the shooting. In her social media post, Stephanie stated the Idaho State Police had already given her permission to come to the location and rescue the dogs.

The dogs were thirsty and not at all aggressive.

Tragically, it had been only six minutes from the arrival of the officers until the dogs were shot and killed.

The very disturbing video went viral showing Stephanie screaming at the officers after the officer jumped into his vehicle and then shot the dogs. One of the dogs was instantly killed, however the other dog was still alive and left suffering.

These circumstances are not easy for first responders or the public.

Everyone needs to request a copy of the body cam, vehicle footage & reports from all 3 officers, it’s public information. I spoke to the Chief of Heyburn & he is denying any wrong doing by his officers, Officer Ririe Tomander, the lead patrol vehicle, didn’t have his overhead lights on therefore his front facing camera wasn’t activated to show the volunteers that were nearly hit by his car as he drove in the emergency lane going 30+ mph. This Heyburn Police Officer just stopped & shot these 2 dogs after an ISP officer had given me permission as a rescuer to catch these 2 dogs, that were not at all aggressive, just tired & thirsty.   1. Disgusting!!! Bullies with badges. I hope they are terminated from the police ASAP. We don’t need “kill quickly” police.

    The shooter has, no doubt, done this before. This time, there were witnesses. Most likely his other victims’ deaths were attributed to “hit by car”. Necropsies are not often performed on dogs found dead by the side of the road. He will burn in the hottest part of Hell forever for his cruelty.

  2. The officer should be fired period. There are simply not enough words for absolute anger and horror of this. It is inexcusable. The police already have a very bad public opinion of them!! And this won’t help!!!why would you kill animals who are in no way hurting or bothering etc and there are known rescue ms so why? I would never trust someone who could or would do this!!!

  3. Unbelievable! This idiot needs to be fired. Any traffic issue, under normal, level headed thinking, is met with flares set at 1 mile both ways and traffic slowed until the event is over. This could easily have been done and the dogs captured by a rescue or animal control. Animal control is PAID to do this. Let them do their jobs. This was an uneducated cop that got his jollies off by shooting something! Isn’t Heyburn in Idaho? The article says Indiana.

  4. The excuse for aggressive dogs is worn out, that is pure cop out of an officer not knowing about dogs AND a rescue person on the way, who gave him the authority to shoot>??? NO ONE

    2. Fire the mayor if he thinks nothing is wrong.
    3. hire jail birds to take care of the dogs!! in the shelter,
