A puppy was removed from a woman who was observed dragging him across a street in Warren, Ohio. As reported by WKBN News, an officer was on patrol on Friday evening when 23-year-old Chaquana Morgan was observed dragging the pup with a leash – according to the report, the pup was on his side as Morgan dragged him across the pavement.
The police report states that Morgan did not bother picking up the puppy until the officer turned the patrol car around after witnessing the dragging. The pup was taken in by the Healthy Hearts and Paws Project, which posted a photo to social media, writing:
This poor dog was observed by a Warren City Police officer just now being choked by a woman…he has hemorrhaging in his right eye from the strangulation and we are currently on our way to MedVet Mahoning Valley…the woman was arrested on the scene.
Morgan was arrested and booked into the Trumbull County Jail on a charge of animal cruelty.
