Woman charged after dehydrated, emaciated, matted dog discovered

A Kent, New York, woman is facing an animal cruelty charge following the discovery of a severely neglected dog who was found wandering in Kent in late April. The Putnam County SPCA issued a release about the arrest of 53-year-old Elizabeth Santos, who is charged with animal cruelty, a class A misdemeanor.

The animal welfare agency outlined the case:

The arrest was made in connection with an April 27th call the Putnam County SPCA had responded to. At that time, the Town of Kent Dog Control Officer had found a severely matted poodle mix wandering on Chief Nimham Drive, Kent. The dog, which was immediately taken to Guardian Veterinary Specialists, was found to also be dehydrated, skinny and suffering from Lyme Disease.

Officials were able to arrest Santos after receiving an anonymous tip, which enabled animal control officers to find and interview the woman who owns the neglected poodle mix.

Santos will be arraigned in the Town of Kent Justice Court on May 18th.
