Update on skeletal dog left tied outside of shelter in the cold

On Tuesday morning, a skeletal dog was left tied to fencing outside of a Colonial Heights, Virginia, animal shelter. After the dog was rescued from the cold, the Colonial Heights Animal Services facility updated Facebook followers about the dog who was found, writing:

Immediate information:
This canine was seen and is still currently with the wonderful staff at Colonial Heights Veterinary Hospital being monitored.
He/she weighs 29lbs.
Estimated to be between 6-8 years of age.
As our staff and clinic staff say “he/she is in need of a lot of groceries.”
He/she is quite dehydrated and drawing blood was a little difficult and therefore done through the jugular vein. This baby didn’t even flinch.
The long nails had to go so she/he had these trimmed as well.
Heartworm test was negative across the board.
Fecal sample was negative across the board but panacur was provided.
Lixotinic (vitamins) have been provided.

Adding answers to some of the questions they were bombarded with:

Question: Can I foster?
Answer: We do not currently have a foster program. However, we encourage each and every single one of you to do so through any *REPUTABLE* 501 c3 rescue group. Please feel free to send us a PM and ask which rescue groups we are associated with that you could contact to support dogs such as this. And how to foster. PLEASE keep in mind— Fostering a canine or animal in general through a rescue group that pulls from a shelter saves the life of that animal and the next. Please. Do it.
Question: Is he/she available for adoption or when will he/she be.
Answer: Not currently. We also do not have a set answer. Our goal is to move any canine in our facility (especially those such as this) into a reputable 501c3 to begin the healing process in a more suitable environment(a home.
Secondary question: When will this be?
Answer: We do not know. It will be dependent on his/her remaining vet visit. We are a hope for the best prepare for the worst type of staff. We have had several rescue offers and will be returning all calls ASAP.

Adding:

So far, medical results have pointed to nothing but this animal was not cared for with BASIC NEEDS. Food and water. So yes. We think criminal charges are necessary. We promise you, education would also be provided. Hopefully done so in jail for an extended period of time.
