In Houston, Texas, animal advocates on social media became outraged as a shelter photo of a black and white bulldog revealed a heavy black chain around the dog’s neck. The question repeatedly asked was why the dog needed the chain if he was at the Harris County Pets Shelter?

The photo of the defeated five-year-old quickly went viral, until volunteers with knowledge of the situation came forward and explained:
“The chain was not used to pull him in. That is how they found him. It may look bad but it is originally the owners fault. The dog should be in better hands of the shelter rather than the owner.”
The chain would likely have to had been cut off, and it is a documented process unless there is a simple clip which is not usually the case.
The dog was taken into the shelter by animal control officers:
“He’s in the aco truck we grab the first picture possible for evidence then remove anything like this. You could possibly focus on the crappy owner that put the chain on him js.”
