In Houston, Texas, five dogs were rescued on Monday that had been left outside in the freezing cold at a southwest Houston body shop. One dog had frozen to death in temperatures recorded as low at 18 degrees and was discovered covered in snow.

According to the news release by the Houston SPCA and the Houston Police Department’s Major Offenders division transferred the five survivors to the Houston SPCA veterinary team where they have been examined and are recovering.

“You can’t leave an animal outside in extreme weather to fend for themselves and not have dire consequences like this,” said Adam Reynolds, chief animal cruelty investigator for the Houston SPCA.  “We have zero-tolerance when it comes to cruelty,” added Reynolds.

Section 821 of the Texas Statute, makes it illegal to restrain a dog during severe weather conditions. This includes heat advisories, freezing temperatures, hurricanes, tropical storms and tornado warnings.

The Houston  SPCA will continue to be vigilant in their animal welfare checks during this life-threatening freeze this week by posting notices and reminding pet owners of the devastating consequences if they do not care for their pet properly. If there is an animal in distress or animal cruelty  taking place, the public should call the Houston SPCA immediately at 713-869-SPCA (7722) or file a cruelty form here.

The community is asked not to post photos of cruelty taking place on social media as it can potentially compromise the case by tipping off the suspect; rather, they should call 713-869-SPCA.

Rest in peace poor pup. You did not deserve this kind of neglect.

  1. What a JOKE! Yes, they HAVE a statue in place, BUT JUST LIKE CHINA, law enforcement AND judges that the SPCA MUST go through HARDLY ever enforce it. And yes, they do post so-called warnings, but then REFUSE to remove the animals of REPEAT offenders until of course THEY’RE DEAD from their TORTUROUS abuse. The SPCA may not tolerate it, BUT when it comes to their sheriff’s and CORRUPT judges, they DROP these cases with NO punishment! No idea how the f**k ANY DECENT parent in Texas sleeps at night unless YOU ARE remedial, because you TEXAN FREAKS refuse to see that people who torture ANIMALS EVERY DAY are in fact, a THREAT to your OWN children. And you claim to be Christians. SMH!
