Scottdale man faces felony cruelty charges after allegedly beating, kicking and running over stray dog

In Ruffs Dale, Pennsylvania, an 18-year-old Scottdale man faces felony animal cruelty charges after allegedly beating, kicking and then running over a stray dog.

Devin Rugg  was  arraigned via video late last week, and the online docket lists charges of aggravated cruelty to animals, a felony, and misdemeanor counts of cruelty to animals and terroristic threats.

According to CbsPittsburgh, the dog named Russell survived the attack and was treated at a local veterinary hospital for significant injuries. He is expected to need at least six weeks of kennel rest to recuperate and is in the care of All But Forgotten.

“…Russell is feeling more lame today but that is expected and will continue to be monitored. At this time he will continue with 6 weeks of kennel rest to help heal physically and emotionally…”

Russell suffered multiple pelvic fractures and road rash.

Investigators stated Rugg abused the dog because he had been angry with his girlfriend. According to state police, Rugg had the dog in his pickup truck when he stopped along the road in Mount Pleasant Township and attacked Russell.

“I don’t know what kind of human being would do something like that. Rugg decided to hit and punch the dog. He took the dog outside of the vehicle, proceeded to kick it and physically beat it, and subsequently got back in his vehicle backed up and ran the dog over,” State Trooper Steve Limani stated.

People living nearby found Russell and notified authorities. After the arraignment Rugg told media that he loves animals and what happened had been an accident; contending the dog became aggressive in the back of his truck, and he stopped to let the dog out. Then he said he felt badly about leaving the dog stranded and backed up to retrieve Russell when he accidentally hit the dog with his back bumper. Rugg claimed the dog had been injured prior to finding him and was found as a stray a few days prior.
