At the Denver Animal Shelter, Penguin, a friendly and sweet black and white pit bull blend canine, was found by animal control nearly three-weeks ago scavenging the Montibello area of the city without a collar or an owner.
On Saturday, this sweet girl made headlines – Penguin is the first adoptable pit bull in Denver in more than 30 years. In November, two-thirds of city voters, who passed Ballot Measure 2J lifted the city’s ban on the American Pit Bull Terrier, American Staffordshire Terrier and Staffordshire Bull Terrier.
On Facebook, Denver Councilman Chris Herndon, who spearheaded the effort, posed with Penguin.

Anyone owning a pit bull in the center must contact Denver Animal Protection to schedule a breed-restricted assessment expected to take between 30 – 45 minutes. The staff member will complete the assessment which includes a checklist of numerous items that examines the dog’s characteristics including “brick lie broad skull, tight or close lips, muscular body and a tendency to carry the tail low.”
The fee is $25 per dog and no family can own more than two pit bulls. In addition, owners will pay $30 to obtain a permit plus $15 a year.
Penguin didn’t seem to mind her assessment. The three-year-old allowed her ears to be flipped, her tail to be examined, but at one point decided lying down for a belly rub would be to her advantage.
