A man in Las Vegas, Nevada, is facing a charge of “malicious torture of a dog,” after a dead puppy was found hanging from a fence on Tuesday. Las Vegas Metro police and Clark County animal control officers were called out to the 3600 block of Boulder Highway, near Sahara Avenue, yesterday afternoon after receiving a call about a dog being killed and hung from a fence.

According to KTNV News, the authorities have identified 40-year-old Tobenna Okobi as the owner of the puppy, and person responsible for its death. Okobi claimed that his puppy had been missing, and that he didn’t know that it was tied up in front of the complex – but surveillance video revealed more.

After the authorities reviewed video footage from the complex, they learned that Okabi was seen walking with the pup around 3 a.m. and then walking “towards the rear of the complex,” without the dog. The authorities determined that the pup died because Okabi left it in  113-degree weather without food or water.

The man also has two outstanding warrants – for what has not been released.
