In Clarksville, Tennessee, police responded to a report concerning a puppy who was so emaciated that his ribs and hips were showing. In addition the puppy was panting heavily with white foam around his mouth.
According to MainStreetClarksville, one of the dogs found contained a chip that reported Candace Salmons, 31, as the owner. Officer Chance Sulter was also informed about another dog in bad physical condition living behind the apartments located on West For Drive.
The Montgomery County Animal Control were called in to examine the dogs and reported the puppy had a body composition score of 2/10; the other dog 1/10. All the dogs had to eat were kitchen scraps and water provided by neighbors.
Salmons was arrested and charged with two counts of animal cruelty.
Updates on the condition of the two dogs have not been provided by Animal Control. Further details to be provided when released to the public.
