Charges dismissed against California woman who dragged dog behind scooter

Charges have been dismissed against the California woman who was seen dragging a dog behind a scooter in Bakersfield on January 6. The woman, Elaine Rosa, was witnessed pulling a small dog named Zebra behind the scooter – the dog suffered abrasions on his legs and images just after the incident show him with raw, bloodied paws, while in the arms of Rosa, who is smiling.

As reported by KGET News, the felony charge that Rosa was facing was dismissed on Monday. Rosa had pleaded not guilty to the charge and the criminal charges against her were suspended just over a year ago after she qualified for a mental health diversion program. Prosecutor Andrea Kohler explained:

This is a statutory provision that allows for some people charged with felony crimes, if they fit the criteria, to ask for that leniency. It is a motion that is made by the defense and is assessed, and usually a report is provided, as in this case it was.”

Shortly after the dragging incident, Rosa was fired from her job as a contracted psychologist at Kern Valley State Prison. Zebra was treated for his injuries and has since made a full recovery; Rosa is not his owner and does not have him in her custody.

  1. What a load! I remember this horrible woman! She was grinning ear to ear as she carried the poor bloody dog and the charges get dismissed. What is the point fighting for laws to charge people when judges do this!

  2. I am very confused about this situation.

    This woman harmed this precious little treasure. No one deserves to be treated as this precious little treasure (I can only imagine how painful it was)…….

    Explain again why she isn’t charged with animal cruelty and abuse…….. IMHO she should have been given some jail time for what she did…….

    I am very aware that this incident cost her job, it was cruelty to this tiny precious little treasure…….

    • This despicable woman was a PSYCHOLOGIST!!! “Rosa was fired from her job as a contracted psychologist at Kern Valley State Prison.” I do not understand how someone can so easily have such awful charges dismissed? Like someone else said… WHY do we work so hard to raise money and change the laws about animal abuse when judges DO NOT follow through with appropriate punishment. This woman should have also lost her license to practice as a psychologist. Imagine being in prison and having this neanderthal assigned to ‘counsel’ you… geeze!!!
