Woman who dragged dog from scooter has animal cruelty case suspended

In Bakersfield, California, the woman who faced a felony animal cruelty charge after dragging a small dog alongside of her electric scooter has had her case suspended. On Friday, a court hearing determined Elaine Rosa has qualified for a pretrial diversion program.

According to KgetNews, Rosa was examined and found to meet the criteria for a mental health diversion program. Restrictions will be set, and Rosa will be required to abide by them otherwise the criminal charges will be reinstated. If she successfully completes the program, there will be no conviction on her record.

Prosecutors charged Rosa with felony animal cruelty and a misdemeanor for failing to provide animal care. Rosa was spotted dragging the small dog behind an electric scooter in early January 2019. Brandon Saunders witnessed the disturbing situation and confronted Rosa. Saunders stated the woman acted “indignant” and said she would call authorities.

“The dog was on its side, and we watched it being drug at least 100 yards and there’s no telling how long she had been dragging it for before we saw it,” Saunders posted on social media. “You can see that its paws are all completely bloody. I was unable to get a good picture of the poor dog’s side.”

The court will be monitoring Rosa’s activities.

  1. Ok first of all I do not agree with no prison time, obviously she had issues. I’d love for her to be dragged down the street, but unfortunately that won’t happen. These programs not sure I agreed full heartedly with them being 100%, knowing patience can tell councilors what they want to hear just to get threw program. She she sit her ass in prison, and have to go threw program. Give the crazy ass time to think of the horrific act she commented. Make her actually feel some pain, lonliness, not let her walk free like nothing happened and only attend some classes. They state she will b watched, but in reality, will she really…it’s a whole different ball game outside of a court house, too many case loads and councilors can’t do their jobs like it was intended…

  2. She BETTER watch her behavior with her pictures out on social media, many people WILL recognize her if she is abusive again. If I ever see HER doing this, she will NOT need a court to intervene and LIE on her behalf. IT WILL BE RESOLVED IMMEDIATELY! PERIOD!
