Owner of severely neglected dog fined $4,000 and banned from owning pets for 10 years

A 21-year-old Midland man has today been sentenced after being found guilty of two charges of animal cruelty in the Midland Magistrates Court. Due to the seriousness of this injury, Angel was taken to an external vet specialising in canine reproductive anatomy. The examination, including an ultrasound and blood tests, suggested the injury was not caused by whelping, as the man had claimed, and indeed Angel had not given birth to puppies at the time he stated.

The owner of a severely malnourished and neglected dog in Western Australia was fined $4,000 and banned from owning any pets for the next ten years on Friday morning after appearing in Midland Magistrate’s Court.

According to the West Australian News, Sean Fenn, 21, was charged with failing to take reasonable steps to alleviate harm to the dog named Angel as well as to a pet rat, after the RSPCA received a complaint about the condition of animals being kept at Fenn’s Midland property in Perth in January 2020.

When authorities arrived and asked Fenn why Angel was so malnourished, the dog’s owner stated Angel had worms. Two months later, when rescuers returned to the property to check on the dog, her condition had further deteriorated and the dog was removed on March 4. A physical examination revealed Angel had suffered an injury to her vulva.

Veterinarians scored Angel’s body condition as a two out of nine, and when further examined it was found the dog’s injuries had occurred at least a month earlier and was not the result of having given birth since the dog had not been pregnant. Fortunately, Angel was able to be helped and her health has greatly improved.

On the return visit to Fenn’s home, a pet rat was found in a cage on the verge of starvation. There was no food or water, and the animal was found lethargic and hunched over in the corner suffering. Sadly, the animal could not be saved and had to be humanely euthanized.

In addition to the fine, Fenn has also been ordered to pay $28,000 in court costs. Fenn failed to show up to court for a hearing in September and again earlier this month; both times resulting in his arrest on a warrant.
