Prosecutors in Bakersfield, California have charged the woman accused of dragging a small dog behind a scooter with felony animal cruelty. On Friday, both the felony charge and one for a misdemeanor for failing to provide animal care, were filed against Elaine Rosa.

According to the Bakersfield.com, Rosa was spotted dragging the small dog behind an electric scooter in early January. Brandon Saunders witnessed the disturbing situation and confronted Rosa. Saunders stated the woman acted “indignant” and would call authorities.

“The dog was on its side and we watched it being drug at least 100 yards and there’s no telling how long she had been dragging it for before we saw it,” Saunders posted on social media. “You can see that its paws are all completely bloody. I was unable to get a good picture of the poor dog’s side.”

The dog, named Zebra, who did not belong to Rosa, suffered injuries in the dragging incident – the dragging left Zebra with bloodied paws which had to be treated by a veterinarian. As reported by WECT News, Rosa was fired from her job just one day after the dog dragging incident. The dog was returned to her legal owner.

If found guilty of the felony charge, Rosa could be sentenced to three years in jail and up to a $20,000 fine. The misdemeanor charge is punishable by the maximum sentence of six-months in jail.

Reactions to the felony charges have been swift on social media.
