The heartbreaking photo of a surrendered dog, too scared to come out of his kennel cage at the Harris County Animal Shelter, has gone viral. Toby, a four-year-old German shepherd mix was left at the shelter late last week; his family was moving, and Toby wasn’t included in their new home plans.

  1. open kennel for dogs is healthier, why not adopt this concept? This promotes a better environment and social setting for the dogs.
