A dog was found hanged to death on property in Anderson County, Tennessee, but no charges are expected against the dog’s owner. According to WVLT News, a woman found a dog with what appeared to be a broken shoulder, at property in Andersonville, in addition to a deceased dog who was tethered by a chain which was connected to a tree.

The woman’s report to the authorities outlined the disturbing scene:

Observed another dog to be hanging by a chain that was wrapped around a small tree. The dog was deceased and appeared it had been so for several days.”

The owner and the survivors

According to the Anderson County Sheriff’s Office, Justin Cody Moore is the owner of the dogs – though an animal control officer stated that Moore moved away, leaving his pets behind, there are no charges expected because it is believed that the hanging death was “accidental.”

According to the animal control officer, the dog died during the time that Moore was moving to his new residence. The surviving pets at the property have been rehomed and/or surrendered to the local shelter.

Anderson County Animal Control Officer Charles Porter has decided not to pursue animal cruelty charges because the dog’s death was not believed to be intentional.

  1. This scum should be charged with abandonment and causing this dog to die. Could have easily dumped them off at a shelter and say you found these 2 dogs wandering the street and brought them in. At least they wouldn’t have suffered the way they did. Police are too lazy to file criminal charges against this monster. Sure would have done that if it were a child.

    The neglect was intentional, and the outcome predictable: CHARGE THIS BAST*RD WITH FELONY LEVEL ANIMAL ABUSE… and for good measure, fire that incompetent ACO while you’re at it!

  3. Aside from the fact that it appears this owner was grossly negligent, the fact is that many dogs are hanged intentionally in this country under the guise of “training,” and it is a common “technique” utilized in military and paramilitary (police and sheriffs) K9 units.

    The difference between that civilian’s dogs and K9 dogs is: K9’s are not allowed the relief of death. They’re slowly hanged to unconsciousness, then revived, to go through this multiple times. I pray that something can be done about institutionalized cruelty. It’s like the torture that goes on in vivisection laboratories. The mad “scientists” are rewarded (with our tax money) instead of facing punishment, no matter how insane, deceptive, destructive, and torturous their experiments are.

  4. Anderson Moved ! Moved! Moved! leaving the dogs and other animal’s !! This is “abandonment” IS IT NOT… had the Owner been at the residence … the dog could have been saved from choking to DEATH!!!!! What a “Good OLE Boy” Back Woods State Tennessee appears to Be!!! Well Sheriff You Just let that Good Ole Boy get some more Pet’s he can Just up and leave Next time he GETS the URGE!!!

  5. Tennessee, Deliverance country. The animal control officer is obviously totally unqualified to do ANYTHING requiring discernment. It should be a serious crime to move away and leave animals behind in the first place. The accidental hanging likely wouldn’t have occurred if it was a serious crime to have animals living on tethers or otherwise treated as plants, just out in the yard, to be fed and watered only, possibly taken out only to work (as in fetching animals killed by the yahoos), and cleaned up after if you feel like it, which they usually don’t. People need a serious overhaul in their perception of animals in general. If animals are mere things (in our warped view), then so are we.

  6. I take it abandoning dogs, leaving them malnourished and able to “hang themselves” is not against the law in Tennessee. I’m not surprised. So why would they do something about this? Some more of “Southern” justice for you!

  7. GREAT EXAMPLE TENNESSEE ON HOW TO ABANDON YOUR PETS AND GET AWAY WITH IT. IF THIS DOG WAS NOT ABANDONED AND TAKEN CARE OF PROPERLY THIS DOG WOULD NOT HAVE DIED BUT THE LAW OF TENNESSEE SAYS IT’S OK AGAIN GREAT EXAMPLE YOUR TEACHING KIDS HOW TO TAKE CARE OF THEIR PETS HOPE THE LAW IN TENNESSEE IS VERY PROUD OF THEMSELVES BECAUSE THE REST OF US ARE VERY ASHAMED OF TENNESSEE

  8. In the report, a responding deputy said, “I observed the puppy to be locked in the small crate and appeared to have conjunctivitis. It appeared to be malnourished and was covered in urine and feces. The inside of the kennel was covered in urine and fecal matter. A small kitten was also observed on the porch, it appeared to be malnourished as well

    And that isn’t a case for cruelty? He abandoned them–it was intentional!

    We need to call the Sheriff and Animal Control in Anderson County, TN!
