A Baltimore man is angry that animal control officials took his pup, who was tethered inside of his yard, to a local animal shelter and they won’t let her come home unless she is spayed. The Akita puppy, Blossom, belongs to Lawrence Miller, who expressed outrage to Fox Baltimore over the shelter’s stipulation.

Blossom was seized by animal control after a neighbor reported that she was being neglected. An officer found her wound tightly around a pole and at risk of being strangled, so she was removed and taken to the BARCS animal shelter.

Now, the shelter is requiring Lawrence to pay $160 in fees and get his seven-month-old pup spayed…something that is mandatory for anyone reclaiming a dog in the city.

Lawrence told Fox 45:

“That’s crazy. So, if you didn’t help me pay for that dog, why do you have the right to tell me whether my dog can have puppies or not? That don’t make sense,“

Too many dogs

The shelter’s requirement for dogs to be altered is done to combat an overwhelming pet overpopulation situation in the city – something apparently lost on Lawrence. The policy for the city indicates that, “An impounded animal must be spayed or neutered with no exceptions unless medically necessary.”

Lawrence told the news agency, “that’s not fair.”

Blossom may be placed up for adoption if Lawrence does not decide to abide by the rules and get his pet fixed.

Wow in this day and age where every one is harping about getting a female dog spayed before the age of two causes problems I have to wonder what right the shelter has telling this man to do so at this age anyway. I don’t personally believe dogs suffer any from early spaying but if he does shouldn’t he have the right to decide? The worse part about this is if he had not left Blossom tethered to a pole while he was gone, this would not have happened. She should have been in the house, safe from harm. I understand where the shelter is coming from, but if a person purchases an expensive dog, I don’t think they should have the right to tell them when to spay. I hope the fool has learned his lesson, don’t leave your dog unattended for the neighbors to see it tethered to a pole.

    • Barkley’s Mom: while I understand ur point to some extent, allow me to gently remind u of the following. To be clear, I’m NOT saying he would definitely do these things I refer to, but it’s a good way to example my points. When this dog hangs herself because he’s too mean to make a proper enclosure for her, is that okay? Who pays for the criminal investigation that follows a finding that looks like abuse? Who pays for the necropsy to secure exact reason for death? THE COMMUNITY, NOT the dog owner, NOT him. When he DUMPS puppies LEFT OVER that don’t sell, again and again and again, who pays to rescue those puppies left in a bag to suffocate or left to wonder and fin for themselves? WE DO! After he OVERBREEDS her, driving her health down cycle after cycle, then DUMPS her when she’s half DEAD, who rescues her and PAYS for her medical care, he should have paid for, to bring her back around? WE DO! It’s CRAP like this that is causing extreme changes in the law, because WE ARE SICK OF PAYING FOR HIS GAINS, while he takes NO responsibility. U ought to be glad that they’re making such a strong stance against POSSIBLE abuse of the system. In fact, some of ur strong comments against others who’ve done what I mentioned, made clear u stood for stronger laws. Why in the world wouldn’t u want to see fewer dogs suffering at the hands of greedy ass wipes?

      • But they are going to give the dog back to him if he pays the fine and gets her spayed, I agree she shouldn’t be given back, he left her to fend for herself on a chain, she could have choked to death. I just wonder about the modern thinking about spaying a female dog before they have had a season. It is supposed to present problems with with their growth.

    • My understanding is they took the dog because she was in danger of strangling herself. But because they took her, The policy for the city indicates that, “An impounded animal must be spayed or neutered with no exceptions unless medically necessary.” If he had taken better care of the dog, this wouldn’t have happened.

      • Where am I? In upstate New York. Go on the German Shepherd page and say you are going to spay your 6 month old dog, see how many people jump all over you about waiting until their “growth plates” have matured. Frankly mine have all been spayed at 6 or 7 months and mine have never suffered any problems about it. I am just saying a pet owner who feels this way should have the option of waiting if they think it will benefit the dog. I don’t, however, believe this particular person should get the dog back in the first place.

    • I guess I need to explain myself better, I do NOT think this POS should get the dog back to begin with. I do think a shelter has the right to tell someone to get their dog spayed, I do NOT however feel they have the right to tell someone WHEN to get the dog spayed. If someone believes it is better to wait until the dog is older before they do it I believe they have the right to wait. That is where I’m coming from, I am not the enemy here!

  2. Unless he is a licensed breeder, which he is not, then his dog must be spayed. This is not a choice he has and it is what the shelter expects from owners so that the over population of animals is eradicated. Too many unwanted animals and not enough homes to go to. Therefore, more animals are killed to keep up. Think people, it is also healthier for the animals to be spayed or neutered.

  3. Yay! Thank YOU Baltimore! Now this is the way animal welfare laws ought to be done in EVERY state. I’ve donated thousands of dollars, just as millions of others have, to PAY for irresponsible and hateful back yard breeders abusing, over-breeding, starving, neglecting, and then DUMPING the poor thing after making the owners thousands of dollars. WE HAVE BEEN PAYING THE BILL FOR FAR TOO LONG! It’s time to take BACK OUR COMMUNITIES and may God bless Baltimore a 1000 fold for being bold and taking a proper stand for humankind and our domesticated companions.

  4. This beautiful precious puppy should NEVER be returned to her irresponsible stupid “owner”, whether spayed or unspayed. The biggest issue to me is she was abused and mistreated/neglected by this joke – to hat exrptent, we aren’t really told, but a puppy left tethered for long enough to almost strangle herself is bad enough. Whilst I don’t agree that he should not have had the right of deciding when the puppy was spayed, he forfeited thst right by a) not adhering to govt legislation in his area, I.e. either staying at suitable age, or obtaining a breeder’s license after establishing the right premises, and b) not taking proper care of Blossom anyway.
    Nope, don’t let Blossom go back to that guy ever, but still charge him the spay fee as she will have to be spayed she can before adopted out.

  5. I most CERTAINLY don’t agree with GIVING THIS BEAUTIFUL GIRL BACK by the Puke of an owner IT IS APPARENT HE HAD PLANNED TO BREED AND BREED HE MORE AND MORE TILL SHE DROPPED DEAD FEOM EXAHUSTION!!! She is better off Spayed and at Risk than being breed every SIX months and DUMPED
    when she is USED UP…It is hell if YOU DO and Hell if you don’t!!!! WTF

    • I have a 6 year old English sheepdog, when I purchased her as a baby I was told not to have her spade until she was a year old due to her growth plate. I have had 4 other female OES, but this was the first time I had heard this. I hope this baby finds a new home where she lives inside and is loved like family.

  7. This idiot DOES NOT deserve this puppy back!!! He does not love or care or this pet or it would not have been tied up outside with WIRE!!! He is only waiting for this beauty to grow up, get her impregnated and start having puppies!!
    I am glad she was taken and is required to be spayed!
