In Glasgow, Kentucky, a local resident said her dog unexpectedly began to whine and bark on Sunday evening, indicating something was wrong. Moments later, the Good Samaritan spotted an abandoned dog on the side of the highway inside of a black garbage bag.

According to the Barren River  Animal Welfare Association, Karen Smith Clark believes the dog was intentionally dumped in the trash bag, and it was all too apparent the dog had been severely neglected.

“…we saw what we thought was a tiny fawn, upon getting closer we found this: It is Distressing to say the least: this poor dog looked to have had been thrown from a window of a vehicle, in a trash bag. Sorry. We rushed back home to get food, water, and gloves. In lieu we called Animal Control. When we got back the dog was leery but not aggressive to me at all, he wanted water. It was so distressing our dog was crying and whining”…

Rescue coordinator Connie Greer has been caring for the dog now named Arthur. The friendly pooch suffers from mange and other related skin conditions. He will be treated with antibiotics and when he is feeling better, will be eligible for adoption.

“Arthur is up and eating and moving around wagging his tail this morning. He has briefly been evaluated by Dr. Thomas. She reports he has a bad yeast infection with hair loss all over his body, mange and is slightly emaciated. She sees no additional visible signs of any other issues. Obviously he is going to need a lot of TLC and recuperation…”

On Monday, Arthur was already feeling better.

“At this time, Arthur has mange, a yeast infection, significant hair loss, and is quite thin, but he has started treatment and is improving drastically. He is not available for adoption at this time because we expect his treatment will take 4 months.”
