Jail time for owners of barking dogs?

Murderers, thieves, drug dealers and rapists make room…owners of barking dogs may soon be joining you in jail if officials in Akron, Ohio, get their way. According to Fox 8 News, some city council members are pushing for jail time for “repeat offenders” who own vocal dogs.

Current punishment

Right now, a dog owner will face fines for the misdemeanor charge that accompanies nuisance dog barking. But Councilman Russ Neal thinks that the punishment should be stronger and he is pushing to see repeated offenders behind bars.

He told the news agency:

“What we want to see is a stiffer penalty so that repeat offenders of the ordinance will think twice before allowing the dog to continue to disturb the neighborhood.”

Neal is pushing for a higher fine ($250) and up to 60 days in jail for people who continue to allow their dogs to bark. Neal isn’t alone – Safety committee chairman Donnie Kammer also thinks that the punishment for repeat offenders should be stiffer, and she has suggested fines upwards of $1000.

Education

Neal has suggested that a volunteer group in the city could be formed to help educate dog owners and hopefully curtail the barking which is annoying to some residents.

What do you think? Should dog owners have to face fines and jail time for their dogs’ barking? If a dog can be heard barking from inside of a house while its owner is away, should that be a crime? Feel free to leave a comment below.

  1. Is it any wonder why people have such low opinions of politicians. How STUPID can these people be? Dogs bark, that is reality. No matter how many times you tell dogs to be quiet, they just don’t seem to understand. Punishing dog owners for what is normal dog behavior is absurd. And remember, sometimes a barking dog is an alert to trouble, whether a problem such as a fire in the home to a warning of an intruder. Barking can be a good thing and has saved countless lives of dog owners worldwide. Another potential consequence is that such an ordinance may reduce the number of people who will adopt homeless dogs just to aviod the hassle that may result if the dog barks. This could lead to even more crowded shelters and the needless deaths of helpless animals whose only crime is to be unwanted. Pet owners arise and bombard these idiots with calls, emails, and every other means of communication to let them know how ridiculous they are being. Give them no rest or respite until they come to their senses. Ready – CHARGE!

      • Good for you, Larry. Pointing out all the reasons why dogs bark. Yes, they can be trained not to bark all the time, but that’s not always going to happen. Putting their owners in jail and pay hefty fines will only hurt dogs more than their owners in the long run. People, especially, politicians tend to be selfish individuals for the most part and greed is most often their middle name. May God bless and protect the dogs in Akron, OH and their owners from this ignorance.

    • Why Oh Why OHIO!!! this is a State that is ONE of THE LARGEST ABUSERS OF ANIMAL”S , PUPPY MILL OPERATOR”S THAT PRODUCE< PRODUCE & Yes Abuse Animal's ,,, ANIMAL SEXUAL ABUSERS & these NITWITS ON the CITY COUNCIL want to PUT PEOPLE IN JAIL for REPEAT BARKING… I THINK the SHOULD ADOPT a LAW as SUCH FOR STUPIDITY of ELECTED OFFICIALS!!!!!

  2. Whatever laws they lay down for this, it’s going to prove extremely difficult to manage and arbitrate. People have been complaining about barking dogs since time immemorial and most often it’s down to one person’s word against another because some people just dislike dogs and won’t tolerate minimal barking while others like the security of a neighbour’s dog being watchful. Mandatory bark training undertaken before an owner can have their dog licensed may be a smarter move, with a set period of say three months within which they must have that training done. The biggest downfall I foresee would be a significant increase in the number of dogs abused and/or abandoned, which in turn would obviously become another logistical nightmare for the government and the already overflowing shelter/rescue establishments.

  3. Outside barking of a dog is a problem but owners need to control that or bring their dog inside. Most dogs, if inside don’t bark as much or you can have better control over what they do. Don’t leave your dog outside so that their barking annoys your neighbors. My little dog has a loud bark and bothers me sometimes so I can imagine if she were outside alone a lot, I wouldn’t blame anyone for complaining. Being in jail for your dog barking is not necessary if all parties work together.

    • some dogs (mine) bark from inside the house when their families are away – what is the remedy for that if you aren’t inclined to put them in a bark collar?

  4. Are they INSANE??? They might as well jail people for TALKING–starting with the City Council members! Next will be birds chirping! Time to develop a brain and a heart!

  5. a barking dog is as useless as a boar hog. I have 3 dogs. indoor dogs. they are potty trained. when someone comes to my door they hear the dogs in the house, if folks would stop leaving their dogs outside day and night, make them part of the family. most folks shouldn’t even have a dog.

  6. Ridiculous….man’s best friend was need for protection. Dog’s bark as a warning. Dog’s are territorial. This will cause more dogs to be killed in kill shelters. People will be afraid to give wonderful furbabies a home. This is another stupid law put forth my ignorant people who probably care
less about dogs, don’t like dogs and over reach of power. I moved to get away from a nosey, bad neighbor who was retired who had nothing to do but harrase other neighbors with dogs when ever one might bark . My property was an area with fields and woods surrounding my home. Wildlife abounded. Deer, fox, raccoons, etc. Not to mention the nosey neighbor who stood at the front of my property gualking of whatever I did in my own yard. My dogs would spot this crazy neighbor who insulted my dogs with their built in protective nature to respond. Then he would call County Sheriffs and complain. I moved to get peace from the neighbor who didn’t have a life but to get I to other people’s business. I now have peace. New neighbors where I moved are wonderful. They own little ankle biters that are very good at alarming them of anyone coming on to their property. I do agree that people should be considerate of their neighbors and not look the other way if their dog is just barking to get attention. Give the dog the attention and care they deserve and maybe the dogs won’t become a nuisance.
