SPCA rescues starving puppy after municipal animal control refused

The New Jersey Society for the Prevention of Cruelty to Animals (SPCA) rescued an emaciated puppy and two other dogs on New Year’s Eve in central New Jersey after a municipal animal control officer refused because it was a holiday weekend and stated there was no room at the local shelter.

The puppy, described as “skin and bones” and two dogs had been abandoned and left for dead in an apartment when they were discovered by the landlord. The NJ SPCA responded after the landlord told authorities he couldn’t get any response from the local animal control.  According to N.J.com, the dogs were in need of immediate veterinary attention, and it wasn’t until Frank Rizzo, chief of the SPCA’s law enforcement division, threatened the local animal control office with criminal charges if they did not care for the dogs that the municipal department responded. Rizzo posted the following public statement:

“SPCA staff found this response completely unacceptable and reminded the ACO (animal control officer) that as a full-time employee with a salary and benefits, the ACO is mandated by state law to provide animal control services 24 hours a day, seven days a week,”

The undernourished puppy is reported to be doing better; the other two dogs are healthy and have been placed in a shelter.

An investigation is now underway to find the dogs’ owner who will be prosecuted to the fullest extent of the law. The SPCA has not named the town or county where the dogs were found.

  1. I hope someone has followed up on the dogs to make sure they are being properly cared for. The ACO needs to be fired. Thank you Mr Rizzo for doing a wonderful job!!!

  2. If only we could wish people dead we would be able to eliminate the scum that abuse animals ! Prayers for this little one…

    • Never thought of this, but I totally agree. Noah’s goal was to SAVE the Animal Kingdom NOT Humans. WHY to PROTECT ANIMALS from MONSTERS. Unfortunately, MONSTERS currently exist. Those who buy, eat, wear, or use animals for pleasure U R contributing to their suffering and ultimately their DEAD. Year End Resolution: KINDNESS & COMPASSION! It doesn’t cost anything!

  3. YOU ARE FIRED !!!!!! THAT IS YOUR JOB you giant POS Municipal Animal Control Employee !!!!!!! I understand 9 – 5 and holidays …. but there are LIVES that depend on those services !!!!! It would be poetic justice if that guy showed up to an emergency facility and was told, “sorry, it is a holiday” !!!!!! YOU JERK !!!!!!!!!! You have been in your little county job for too long !!!!!! YOUR ASS NEEDS to go !!!!!! Just like it takes a special person to be a nurse or EMT ….. That position HAS to have a grand level of compassion …. and it is obvious he has lost that, if he ever had it …. LOOK at that innocent, helpless little life … I am sure the POS from Municipal Animal Control is some FAT ASS that was too busy stuffing his face to be bothered with saving that helpless, starved puppy …. OMG this makes my blood boil !!! Don’t ask me how I really feel !!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!! I am ALWAYS being approached by ASPCA to sigh up for a monthly donation …. I would love to if I thought you could actually do anything about a situation like this !!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!

  4. I think whem a owner lives in a apartment with a Dog or two according to the apartment owner they should let renters know to be responsible for there pets and shouldn’t starve poor DOG OR CAT THAT WAY.

  6. Well ACO you need to have your ass kicked to the jail because you are suppose to be there for the poor dogs but I see you thought about yourself and to that fire your ass

  7. Apparently thanks are due to Frank Rizzo of the NJ SPCA for taking control of this situation. The municipal ACO should be fired- if that is her response, just imagine what has been going on behind closed doors. Very frightening. Rescuers volunteer 24/7, this person was a paid and trained professional who was aware of the serious situation the animals were in. The ACO is essentially an accomplice in the neglect and abandonment of the 2 puppies.
