Yes, this is a dog, and this is shocking neglect. It’s almost unimaginable this is the condition he entered the Animal Care Centers of NYC on Tuesday. The male Shih Tzu, who only weighed in at eight pounds and when examined by a shelter veterinarian had a body score of “1” out of “9”, came into the shelter as a possible animal cruelty case. Unfortunately he had no identification, so who gets charged? Did this little dog’s owner look at him everyday and think this was acceptable?
Rescue Dogs Rock NYC was called on Wednesday to help the emaciated little pup who smelled so awful, he was immediately transferred to the organization’s veterinarian for further evaluation. In addition to his rancid odor, he was so matted and filthy he couldn’t see and was barely able to walk. Dubbed Morton, no one can understand how his owners allowed him to nearly starve to death? Why would anyone have a dog if they didn’t realize a companion animal needed care, baths, grooming and brushing?
“Once again we are heartbroken and disgusted with the humans who allowed this,”Jackie O’Sullivan, co-founder of the rescue organization, posted on Facebook. “Morton is currently at our partner veterinarian getting a bath, a haircut and the necessary testing.”

Thank God Rescue Dogs Rock NYC got him out of NYCACC who would have killed him in a heartbeat. No one will ever be charged for the horrible condition Morton was found in – but at least he is safe and will hopefully find the safe loving home he never had – ONCE AGAIN, RESCUE DOGS ROCK NYC COMES THROUGH.
