A woman who works at an Ohio animal shelter is facing charges after she rescued a dog that was emaciated from being starved. According to WCMH News, Rhonda Rose, the treasurer for the Scioto Area Humane Society, has been charged with criminal trespass and petty theft after rescuing a dog who had dropped half of his body weight.

Rose has stated that she rescued the dog, who weighed 61 pounds, and then took him to a veterinarian who confirmed that the skeletal dog was suffering from starvation – Rose also contacted the local authorities. Despite her apparent good deed, just over a week after rescuing the starving dog she was charged.

Rose’s defense attorney, John Bell, believes that his client was within her legal rights to remove the neglected dog from the situation. Bell and Rose cite the Ohio Revised Code, 1717.13, which reads:

When, in order to protect any animal from neglect, it is necessary to take possession of it, any person may do so. When an animal is impounded or confined, and continues without necessary food, water, or proper attention for more than fifteen successive hours, any person may, as often as is necessary, enter any place in which the animal is impounded or confined and supply it with necessary food, water, and attention, so long as it remains there, or, if necessary, or convenient, he may remove such animal; and he shall not be liable to an action for such entry. In all cases the owner or custodian of such animal, if known to such person, immediately shall be notified by him of such action. If the owner or custodian is unknown to such person, and cannot with reasonable effort be ascertained by him, such animal shall be considered a stray and dealt with as such.

The necessary expenses for food and attention given to an animal under this section may be collected from the owner of such animal, and the animal shall not be exempt from levy and sale upon execution issued upon a judgment for such expenses.

No word on whether or not the owner of the dog who was rescued is also facing charges for neglect or cruelty. The dog is reported to be now living on a farm and doing well at a healthy weight of over 100 pounds. Rose is due back in court in mid-February.

  1. Don’t you just worship our fantastically fair justice system????? Many lawyers just say FUCK THE VICTIMS and protect criminals. I would have done the same thing as this person!!!!! Then when I was locked up, I’d go on a hunger strike!!!!!

  2. I think this woman was in the right to save this dog and help it I think all charges should be dropped and all states need to have a law that ppl can save animals from abuse or neglect without being charged

  3. This is truly asinine. Rhonda Rose saved this starved dog from slow death and she’s being charged for trespassing and petty theft. The POS owner is the one that should be charged for animal cruelty and neglect and be made to pay a hefty fine, along with some jail time.

  4. Rose did the rescue as a private citizen. Does this new law that was quoted only apply to Ohio, THat county or possibly federal? This would be lovely if it went full bore Federal. Rose is a hero. Heroess? How dare the authorities have charges on her. Do hope local supporters will be at her side when court time comes. Methinks the shelter is pissed because they wanted the fees for adoption to go to them. Rose knew emaciated dog needed a vet and took responsibility. Love her, don’t punish her.

Leave her alone when you try to go the proper steps they do nothing or take so damn long that the animal could die waiting for the authorities to rescue the animal just like the laws that protect the stupid ass people that lock their kids and animals in the car you are the one in trouble for breaking a window to get in they do the same thing with children people know something is happening to the children at the neighbors house but everyone closes their eyes and ears to it people will drive by a wounded animal on the street because they tell themselves it is not their business this system of ours can go jump in a lake

  6. Why oh Why Ohio!!! as the song goes. A bunch of nitwits hold positions in that State that should be removed from the position… The poor dog would have died a very slow and painful death or been “humanly euthanized” at the shelter!!!

  10. What insanity is this???? Someone saves a dogs life and you want to prosecute her??? What about arresting the POS owners who let the dog get in that shape to begin with?? Get your priorities straight, arrest the owners and let her alone. She saved a life. What has the law done? NOTHING.

  12. How typical of the fucked up justice system to charge the rescuer and not the abuser – Rhonda Rose is a hero – and as par for the course authorities make HER the criminal. The hunk of sewer slime called the ‘owner’ can starve their dog to death and those brain dead authorities say that’s OK – this whole system stinks to high heaven when it allows an innocent defenseless animal to be mistreated, neglected and abused yet someone who steps up to rescue it then THEY are charged with trespassing – well, I applaud Ms. Rose for stepping up to save one who has no voice.

  13. Talk about a ridiculous waste of time and resources….how about using the time and resources to go after the abuser? In the end all charge will be dropped because they are without merit! Sounds like this County has too much time on their hands and are dong things ass backwards! This has to be one of the most outrageous stories I hav read. This law enforcement department should feel stupid and shameful for charging this woman instead of the abuser! What are we always being told…..when u see a case of animal cruelty DO NOT turn away! SHAME ON THE SCIOTO COUNTY!!!! SMH
