Dogs who exhibit reactive behavior – or overly fearful behavior – will likely be put to death if they are held at one of the Los Angeles County Animal Services facilities in California. On Wednesday, the dire news was released on social media.

In a Facebook post, Saving Carson Shelter Dogs explained:

According to this Message, ALL dogs that fail their TEMPERAMENT TEST will not be made AVAILABLE to RESCUES ANYMORE and will be EUTHANIZED!!!! on their AVAILABLE DATE!!!

The TEMPERAMENT TESTS are NOT ACCURATE when testing dog’s Behavior given the way the Test is given!!

The message referred to in the Facebook post came from the Deputy Director of Animal Care, Danny Ubario – his letter states that “all animals deemed not safe for placement due to behavior will no longer be made available to rescues.” Volunteers will no longer receive information about animals who fail the shelter administered temperament tests and as soon as the animal’s holding period is up, they will be killed.

It is common for stressed, frightened and confused dogs to behave in such a way that temperament tests are failed…dogs out of the stressful environment quite often have a completely altered demeanor. According to this release, those frightened, stressed, depressed and confused dogs who don’t manage to pass the test will never have the chance to redeem themselves.

    • This was just put into effect and on the news today. People need to contact the four individuals listed above. The temperament test given at any shelter is superficial at best. Any animal in a shelter is under stress and to test them under those conditions tells us nothing about their temperament. A rescue is much better prepared to evaluate a dog once it is in the rescue or a foster home. Pure evil to do this to the animals.

  1. This is crap! These animals are under stressful situations, how can they be tested? Another reason to hate these places. If I was put in a cage with a lot of other humans yelling and crying I might react by fighting tooth and nail to get out. The worse part of this rescues can’t rescue these animals.

  9. We need to flood them with emails & calls, expressing our opposition to this. If someone knows how to organize a protest, I would attend! We protested at Orange County Animal Shelter, about a year ago. It brought community awareness & I believe it helped.

  12. BS! I’ve worked RO Dogs that didn’t pass temp test. Most are misunderstood & just need attention. Sometimes some within a few hours to a few days, can be flipped.

  13. It’s making me SICK! 2 DOGS I WANTED TO RESCUE – SPOT & CORALINE (1 YEAR OLD PIT BULL MIX), ARE BEING PUT TO DEATH TOMORROW, BECAUSE THEY FAILED THE “TEMPERAMENT TEST”! But watch their videos! They are the sweetest, most loving dogs……this breaks my heart. I TRIED TO RESCUE THEM, BUT WAS DENIED!

    • In all fairness, I think “Saving Carson Shelter Dogs” is an organization that tries to get the dogs in Carson Shelter seen and adopted. I do not think they are affiliated with the Morons running the shelter. This is appalling, Carson kills way too many dogs now and it certainly won’t get any better with this new adoption rule that POS Deputy Director of Animal Care, Danny Ubario has come up with. Giving a dog the death sentence if they don’t pass their “temperament test” is just cruel! I am willing to bet many scared dogs are going to be put down unnecessarily because of this. Most dogs act out when frightened or stressed and why an animal shelter that is supposed to have the dogs interest at heart is doing this is totally disgusting!

  15. This is so wrong. Animals are killed for no reason at all. Humans are getting completely out of control with this killing of animals. It is the human that is the problem. Use this way of thinking of killing animals instantly should be used on the human species. Every problem on this earth is caused by the human species. These poor animals deserve proper treatment and kindness not death.This world of humans today has lost all its common sense, kindness, heart and soul. We are belt on killing, abusing any creature that is not human.The human race has brought this beautiful world to total destruction. For a species that has a brain we are idiots.   16. One test DOES NOT and WILL NOT determine a dogs temperament . How do you think you would react if you were turned in or found as a stray and brought to a location of which you had know idea where the hell you were??? Quick trying to feed us BS about these frigin tests as majority of the time they do not tell the true story about a dog. Seems like your process and procedures need some work as what you are doing now does not help the issue.

Apparently no one with any education, ALL animals are fearful when being taken into a strange environment – exactly what did they expect – this is nothing more than a piss poor excuse to kill – and this Danny Ubario has the common sense of a rock. What a huge black eye for Los Angeles County Animal Services needs a giant wake up call – these dogs deserve MUCH better than to be treated so poorly by the incompetence of LA Animal Services.

  18. This is all dogs that fail the evaluation. Not just this one. My girl I rescued off the streets here in Sacramemto, she didn’t pass her evaluation and was waiting to be euthinized . They told me she would stick her tail between her legs, she didn’t like her rear end to be touched and she was fit for a home because of these things. After three days at the shelter I went to visit her. She wasn’t in the kennel and no one knew where she was. Her paperwork said, “do not,euthinize”. Why would it say that? I’ve never seen anything like that. I spoke with someone and this paper wasn’t supposed to be out for the public. My heart dropped knowing this was where she’s going, to the death chamber. That morning, I visited her. We played ball she gave me kisses. Another family saw this and we talked the Manager into letting this family adopt her. After getting the ok, I reached out to her adoptive family and told them, if something happens where they don’t want her, to contact me before taking her back to the shelter. Less than 12 hours later, I was contacted by them. They told me she was a good fit for their family. Long story short. My girl Ginger is living death free, she’s the best girl we own. She’s happy and loving. She doesnt like her butt touched, when going up to anyone new, her tail goes between her legs. She does the same thing she did in her evaluation. But she is coming along, slowly. But she wasn’t euthanized. She is a lover, she wants to feel safe, but she had a rough liFe living on the streets, no telling what she’s gone through.
    I love her and she will forever have a home as long as I’m alive.

  19. Pit bulls have been bred for violent blood sports with a deadly bite. They are not safe or appropriate pets and should never be considered as such.

    New Warning from Pediatricians: A University of Arkansas for Medical Science’s largest dog bite study to date at a Georgia hospital in July 2016 came to this conclusion: “The study corroborates the largely negative interactions between pit bulls and children of any age.”

    Correct there are nice pit bulls. The problem is that you can’t tell them apart from the pit bulls that decide to kill. Would you deliberately choose a crib, car, or helmet with the highest record of fatalities and the worst safety rating?     I agree all dogs can bite. The issue with pit bulls is the degree of damage they inflict, and their attacks being more likely to result in fatality.     Pit bulls do not lock their jaw but with their ‘gameness’ trait they do not let go until their victims are dead.

However, please be discreet. Breaking sticks are not something to brag about and the general public might have the wrong impression if you walk around with a stick in your hand. I do NOT agree with the any ban on the Pitt bull! It’s WRONG,it’s SICKENING and it needs to stop! There is good and bad in EVERYTHING in life,we should not crucify a entire breed because of some of the idiot humans that raise a pitty to be vicious!   20. This is ALL shelters. Not just in LA, when I say ALL I mean ALL. This article is stating these dogs that don’t pass their evaluation, they can’t get picked up by a rescue. They will automatically get euthinized. But a lot of dogs and I mean a lot wont get picked up anyway . That’s the only difference is, other places haven’t said this “yet”. But just so everyone knows, ALL shelters euthinize animals. Some have the equipment and some dont. This is the only difference between a kill shelter and a no kill shelter.

      • It’s a very small amount. I’ve rescued dogs and have had to take them to two different shelters. One is a no kill and the other is a kill. I hate to do it, but I can’t keep them and I’ve reached out to rescues and none were able to take theses pups in. So far out of all my rescues, only one was going to be euthinized. This was because of her evaluation. I went to visit her and the shelter wasn’t going to let me know, I was just lucky enough to see it on her paperwork. Needless to say, she came home with us. All of my others I took to these shelters, all were adopted out, except for one. He went to a rescue and now is in a loving home in Carmel Valley, living the life he deserved all along.
        Maybe, LA is doing this because they do have so many animals that they can’t keep them there until a rescue can come get them. I’m not siding with them, just giving my opinion on why they could be putting them to death, over letting them go to a rescue. Btw, the dog I rescued that was going to be euthinized, it wasn’t a pitbull. Shes a Rhodesian Ridgeback/ Mix. She lives in our home and she’s happy, but still scared like she was in the shelter. She has a lot of problems, but letting them euthinize her, wasn’t an option.
        She’s a very happy girl, yet something has happened to her that we don’t know. So all we can do is let her know she’s safe here and we would never hurt you. How ever long it takes, we’ll never give up on het..

    • Yes ALL kill shelters euthanize dogs. This BS just means there will be less dogs that will be available to possibly get adopted or picked up by rescues. Many more dogs will die without even a chance at a new life because they are too stressed and scared to pass a BS test that is administered by people who probably don’t know what they are doing and most likely don’t care!

    • Didn’t realize a new shelter director was hired. She obviously doesn’t want to take the responsibility of campaigning for these dogs to be rescued, but,to have them euthanized makes her job so much easier….what a BITCH!

  21. So sick & saddened over this…we were trying to ADOPT A DOG FROM CARSON SHELTER THAT IS SET TO BE PUT TO DEATH AT 7 pm. tonight! This beautiful 1 year old pup did not even stand a chance at LIFE with this decision. RIP Coraline. RIP SPOT

  22. THey are not qualified to temperament test dogs. And the shelter is NOT the proper place to test them, especially if done as soon as they enter the facility before acclimating some (if possible). Many dogs are mislabeled there, and many time owners surrender their dogs while providing dubious statements about the dog.

  23. Here is the email that was sent to LA County Animal Control by one of our attorneys at Paw Protectors Rescue regarding the directive issued below by LA Animal Control.

    For the record we don’t think a human aggressive dog should be released to the public. HOWEVER, my concern is…who is assessing these dogs and making that important decision. It’s almost as if there needs to be a higher level animal behaviorist and/or a 3rd party evaluator that comes in when they are at the point of euthanizing the dog. That’s the system that needs to be in place as opposed to leaving it to a low level kennel attendant with no real experience.

    Re: Euthanasia Practices of the County of Los Angeles, Department of Animal Care and Control

    Dear Ms. Mayeda:

    This letter is written on behalf of Paw Protectors, an animal rescue organization, with regard to the recent communications by the County of Los Angeles Department of Animal Care and Control (“Animal Care”) about Animal Care’s euthanasia practices.
    In particular, it appears that Animal Care’s euthanasia operations violate the Hayden Act, which is codified in particular sections of California Civil Code, Penal Code and Food and Agricultural Code.
    Specifically, it has come to light that Animal Care is euthanizing animals without making such animals available for adoption by animal rescue organizations, as required by California Food and Agricultural Code §§ 31108 and 31752, which mandates that any cat or dog, “prior to the euthanasia of that animal, be released to a nonprofit, as defined in Section 501(c)(3) of the Internal Revenue Code, animal rescue or adoption organization if requested by the organization prior to the scheduled euthanasia of that animal.”
    The only two exceptions to Food & Ag. Code §§ 31108 and 31752 exist in Food & Ag. Code § 17006 with regard to: (1) “[a]nimals that are irremediably suffering from a serious illness or severe injury shall not be held for owner redemption or adoption”, and (2) “[n]ewborn animals that need maternal care and have been impounded without their mothers may be euthanized without being held for owner redemption or adoption.”
    Recently, Mr. Danny Ubario of Animal Control made the following statement to an animal rescue organization:
    “I wanted to take the time to inform you that effective immediately there will be some changes in the animals in which you have been notified. All animals that are deemed not safe for placement due to behavior will no longer be made available to rescues. You will not receive notifications on these animals, and animals that fall under this category will be euthanized after their holding period is up. You will continue to receive notifications on animals that are behaviorally sound and available.” (emphasis added)
    Simply put, Animal Care is not permitted to refuse to release animals to rescue organizations because the animals are arbitrarily deemed “not safe for placement.” Instead, the rescue of animals must be allowed in all situations except for the two categories expressed in Food & Ag. Code § 17006 regarding animals suffering from a serious illness or injury, or newborn animals without their mothers.
    However, if Animal Care is relying on other specific legal authority to deny placement of animals with rescue organizations, please provide such legal authority in response to this letter.
    Additionally, in order for animal rescue organizations to further assess the aforementioned compliance concerns – the following records are sought:
    1. Copies of any and all of Animal Care’s policies and/or procedures pertaining to the euthanizing of animals.

    2. Any description, information and documents showing how animals are determined “not safe for placement due to behavior” as indicated by Mr. Danny Ubario’s recent correspondence.

  24. The media has shown a bright light on these people for their good work. It is now time for the media to let the public once again know the truth. Don’t just flood these assholes with calls and letters, pressure the media to expose them heavily.

  25. The main question here is about the testing, the qualifications of the people doing it and the overall fairness in the way it is carried out in regard to each dog?

    How qualified are the people testing these animals? Are they totally unbiased? Do they know the recent exposure of each of these animals that would send any normal creature into a frenzied state? Who makes these life or death decisions? Would you trust these people to make similar decisions about you or your children. Is their pay in anyway related to how many dogs fail these tests?

    You are not basing life and death decisions on Concrete Facts! The only concrete fact is that previous lives are being SNUFFED OUT and the lives are GONE FOREVER, not matter what you do.

    This decision is very backward thinking in a time where they should be moving forward.

    Anyone making decisions to kill those animals should have to document a lot of variable to help prove the testing was fair. Also, the testers MUST BE QUALIFIED to make a decision that will stand up under touch scrutiny with the laws.

    This type of unfairness to animals is anything but humane. What if you had to go through that kind of testing after being abused in many ways?

    The testing methods are archaic, just like the policy makers.

    What about peoples’ dogs who get out and they have not found them before you murder them. God knows what happens to some escaped animals who you pick up. Some have been horribly abused by sadistic humans.

    I think it is once again time to bring in Channel 7 NEWS and other TV stations to let the public know the bad in addition to the good.
