Homeless man arrested for leaving dog in car in hot Florida parking lot

In Delray Beach, Florida, a man left a little dog inside of a parked car on Sunday as temperatures soared to nearly 100 degrees in the vehicle. Fortunately, Phil Rubin had been walking into church when he first spotted a little black nose peeking out of the car’s window.

According to WpbfNews, Rubin assumed the dog’s owner was a member of the church congregation at Christ Missionary Baptist Church, but when Rubin left church more than two hours later, the dog was still there, and the little pup was frantically sticking his nose out of the small opening of the window and yelping in distress. That’s when Rubin called the police, but while waiting he went over to the car and gave the poor dog water.

“It really stank. It was horrible,” stated Rubin. “There was urine and feces. I put a bottle of water into the opening. It just like went crazy. It was so thirsty.”

According to Rubin, the dog drank 32 ounces of water. The temperatures in Delray on Sunday registered in the 80s; one can only imagine how hot the car was with the windows just slightly ajar. Soon the fire department arrived and opened the car door.

The little dog’s name is Curly, and his owner is Philemon Wring, a homeless man who lives in his car. Wring now faces animal cruelty charges, and told authorities he has no place to leave his dog while he works except in his car. He did tell police he tries to check on his dog from time to time, but it was Curly who almost lost his life in a terribly cruel manner. Curly has been seized by Animal Care and Control where he has been bathed and shaved – he looks a lot better than he did in Wring’s car-all dirty and matted.

As to what will happen to Curly and Wring, that is a question yet to be decided. Wring has previously been cited for violations relating to his dog including a complaint last year for leaving Curly in the car.

“There are a lot of homeless people that take excellent care of their animals,” stated the manager of Animal Care and Control, Dave Walesky. “In this case, it’s questionable that that’s what’s happening.”

Would you reunite Curly and Wring? What do you think? Animal Care and Control has ten days to consider returning the dog; otherwise it will be up to a judge to decide.

  1. NO!!!! This dog should not be given back to this person. He will do it again and he obviously doesn’t care if the dog dies in the hot car.

    • I agree with Diana Moore. He shouldn’t get the dog back. He already has done it 2 times (probably more just got caught 2 times). The pup deserves a loving caring home.

  2. He has already been caught doing this more than once, the third time could prove deadly for little Curly, I understand being homeless but this is no way to treat your pet. Unless he can prove he has a better way to keep his pet, I say don’t let him have Curly back!

  3. If he Loved his little dog Curley: this guy would go to hell and back to find him placement while he worked… Believe it or not there are kind people STILL! Someone would have in reality would have offered to babysit the pup while this guy was trying to make a living…. He had to have the courage to ASK FOR help… Churches, Homeless Shelter, boarding facility, Retired homes, Rescues!!! the list goes on and on…..

  4. Find Curly a better home! His homeless person is not in the position to keep Curly safe. If he really loves his dog, he will want him to have a better life.

    • Seriously? He’s done it before. He’s working and leaves his dog in a car WITHOUT water. Would you trust him with your dog? I think not!

    • I’m surprised at your response Edward, you are usually pro dogs. This “innocent” homeless man has done this before and should have known better than to leave the dog in the car in such heat. I say that is more than just “poor judgment”. There are many homeless people with dogs that take good care of their pets, this guy isn’t one of them.

He has been WARNED about doing this before,THIS DOG WILL DIE IF IT IS KEPT IN A VERY SCORTCHING HOT CAR!! THE ONLY DIRT BAG HERE IS YOU……DIRT BAG JERK!!! Go away and stay away! Smh

  5. This man can not be trusted to take GOOD care of this poor dog! He has been warned before and he still continues to mistreat this helpless little dog! Leaving a animal in a hot car WILL result in a slow and torturous death of this dog! This little baby needs to be adopted to a family that will care about him! This man does not REALLY care about his dog or he would not keep doing this! So,so sad!!!!!
