A Green Bay, Wisconsin man has been arrested after authorities found a suffering dog chained to a pole. On Friday afternoon, a concerned citizen called the local humane officer to a garage on Dousman Street and asked them to check on a dog who had a bloody face and acted as if he was in pain.
The witness told police she had been making regular deliveries to the auto repair shop and spotted the white pit bull, named Casper, health gradually declining. On Friday, she saw the dog lying on the sidewalk and momentarily thought he had died. She gave Casper water and called animal control.
According to AbcNews, humane officers found the dog to be suffering from an injury to his right eye as well as what appeared to be a severe case of mange. The dog had been left outdoors, a chain as a collar, with no shelter while temperatures exceeded 90 degrees with humidity to match. When animal control officers ordered the dog’s owner, Marco A. Rodriguez, to take his dog to a veterinarian immediately, Rodriguez refused and became agitated when officers decided to seize the dog.
The eight-month-old puppy was taken in for medical treatment and continues to be treated for an ulcer on his eye. The veterinarian staff used bolt cutters to remove the 18-inch chain the puppy wore as his collar.
Rodriguez, 42, has been charged with Mistreating Animals, Disorderly Conduct, and Obstructing an Officer. On Monday, he was ordered to pay a $2,500 bond and has been ordered not to have any contact with dogs.
