Dog tethered to 28-pound chain in Brunswick County

A Winnabow, North Carolina man was arrested on Monday after trying to block Brunswick County deputies from rescuing a dog tethered to a 28-pound chain and others abandoned on a property that had no access to water or proper shelter. Bristol Benjamin Richardson, 67, tried to keep deputies from seizing the dogs after authorities showed up at the property located at the 9300 block of Southern Boulevard.

According to the Myrtle Beach Sun News, Richardson was arrested and charged with misdemeanor resist/delay/obstructing and officer. He was released from jail on a $500 bond. Authorities are searching for the owner of the dogs identified as Tramonte Quintel Hooper; he will be arrested and charged with two misdemeanor charges of animal cruelty.

North Carolina law provides for the following:

§ 14-362.3. Restraining dogs in a cruel manner

A person who maliciously restrains a dog using a chain or wire grossly in excess of the size necessary to restrain the dog safely is guilty of a Class 1 misdemeanor.

§ 19A-23. Definitions

For the purposes of this Article, the following terms, when used in the Article or the rules or orders made pursuant thereto, shall be construed respectively to mean:

(1) “Adequate feed” means the provision at suitable intervals, not to exceed 24 hours, of a quantity of wholesome foodstuff suitable for the species and age, sufficient to maintain a reasonable level of nutrition in each animal. Such foodstuff shall be served in a sanitized receptacle, dish, or container.

(2) “Adequate water” means a constant access to a supply of clean, fresh, potable water provided in a sanitary manner or provided at suitable intervals for the species and not to exceed 24 hours at any interval.

(3) “Ambient temperature” means the temperature surrounding the animal.

(4) “Animal” means any domestic dog (Canis familiaris), or domestic cat (Felis domestica).

  2. So where is the owner and why is this POS trying to keep the dogs if they aren’t his? Sounds like a dog fighting enterprise, I hope they find the owner and charges are filed!

Shows the mentality of the person if their 4 month old daughter played with chained dogs that had no food or water. Latrice is the “dumb person”. “asshole”, and should “STFU”!

  3. The article does not say what types of dogs were on the property but I can bet they were pitbulls or similar breed for fighting. Those dogs are his meal ticket so of course he doesn’t want them removed. He should be made to get a job and stop living off the lives of these animals. He should also be given time working in a shelter to see what compassion most shelter volunteers have for those animals in their care. Possibly some of that might rub off on him.

Little do y’all know shelters mistreat dogs more than regular people do. Shelters kill pit bulls, and I guarantee if they give them away the next family that gets them will probably be the real people to mistreat them all because of their breed.!!! Get smart.!

  5. Where the dogs taken away? Surely they weren’t left there…..and f you took them awa, please don’t give them back…..let a loving family adopt them….they have been thru enough

    • Linda how right u are!!! Oh,and since when does a 4 month old play well with dogs? A 4 month old petting and playing fetch with a chained up dog,a 4 month old hasn’t a clue! So absurd! LOL The name Latrice rings a bell with me on this site,she has done this before and is DEFINATELY a troll with nothing else constructive or meaningful to do with her time! A sad attempt to be a bully with a keyboard,just got to shake ur head and laugh! Latrice is just a troll and not a very good one…..such an idiot!! LOL
