Criminal charges: ‘Horrifying and inhumane’ shelter workers euthanizing dogs

In a shocking and disturbing announcement presented on Thursday morning from the Harris County District Attorney’s office, three animal control officers at the Baytown Animal Control and Adoption Center in Texas have been accused of using “horrifying and inhumane” methods when euthanizing animals at the shelter.

According to AbcNews, Tod Brooks, 53, Veronica Jimenez, 33, and Christopher Nightingale, 27, have been charged with improper euthanasia of animals described as “intentionally knowingly and recklessly” killing animals without proper sedation. Brooks remained an employee although it has been reported he retired earlier this year. An investigation began in May 2015, after a former shelter employee informed police that dogs suffered while being euthanized. Assistant District Attorney Carvana Cloud stated a surveillance video showed how the animals suffered. In addition, the officers never bothered to check the vital signs of the animals to confirm their deaths before putting their bodies into plastic bags and disposing of them.

“The job of an animal control officer is not an easy job,” the press release read, “but it requires compassion and empathy. It’s unfortunate that these particular officers didn’t exhibit the compassion towards animals that we as a community expect and Texas law require.”

Texas law requires animals to be sedated before they are euthanized. The dogs involved have been described as a blond terrier and a black dog. More dogs may have been involved, however that information has not been released at this time.

If found guilty, the suspects face up to six months in jail and a maximum of $2,000 in fines.

  1. Six months in jail is a slap on the wrist for these two vile parasites – Tod Brooks and Veronica Jimenez should be hogtied, stuffed in burlap bags and dumped in the nearest landfill with the rest of the trash. That is exactly what they are TRASH!

  3. 6 months is hardly a sentence. They’ll just go out and do it again when the opportunity presents itself. Five years is a better starting point. I am beyond tired of hearing about animals being mistreated. I say “what they do to the animals is done to them” There has to be SOME consequences for their actions besides a slap on the wrist !!!

  5. These concentration camps are NOT “shelters” (impound facilities is what they were called until the politicians and directors decided to spiff up their image INSTEAD OF cleaning up their act), and it is EXECUTION, not euthanasia. Everyone should look up the definition of euthanasia.

    We have to stop catering to (by using their own euphemisms) these criminals, whose only mission is to “get rid of the animal problem” and, where possible, make some money on the side (like selling the bodies to be rendered).

  6. I’m %100 convinced that there is A HELL OF A LOT more details in this case than is being told! First of all this was brought to light TWO YEARS ago and it’s just now being dealt with? Are u fucking kidding me? Oh and guess what……it’s Texas,AGAIN!! What’s so infuriating and sad is they will not be punshised in any meaningful way and the American public knows it!! When,for the love of God,when is the American people going to band together and DEMAND change? When are the American people start to question why we cannot have strong companion animal protection laws enacted and enforced,and why are these laws and “slap on the wrist” punishments are tolerated by society! EVERY SINGLE YEAR,YEAR AFTER YEAR WE ARE DENIED BY OUR LAW MAKERS THE ANIMAL PROTECTION LAWS WANTED BY EVERY SINGLE COMMUNITY IN AMERICA! WHY?????

    • America is beckoning us to a political call to arms. when political leaders are afraid of loosing their position then there will be change. the reason why this happened in the past is because of non transparenty and bull shit back room dealings. Well to internet has changed all that
      Were in a new century , we have to start alerting our leaders and political allies how we feel . If we dont then nothing changes, we actally protect the animal perverts. They need to know how we feel.

  7. 6 months is no where near enough time. Where is the punishment? Innocent animals needlessly suffered at the hands of twisted humans who were hired to care for and protect homeless animals. It’s criminal enough these poor beings loose their life’s just because they have no home. That should be outlawed in every shelter! To cause them pain and suffering, fear, coldness goes beyond words. It seems shelters don’t monitor employees, don’t check them out prior to hiring them, watch their actions while employees. These acts should have been caught at the first moment. The employees must be fired, forbidden from any contact with any living animal, serve years in prison, not short vacations of 6 months. The management at the shelter needs to be fired and charged as well. There is noexcuse for this horrific treatment!!!

    • Maybe this will shed some light on it. I worked in two city governments and fought both of them over maltreatment of animals in their pounds (and in the police department K9 units). Here is what I learned. The city and county officials (mayors, city councils, county supervisors, etc.) have a bottom line, most of it pertaining to money, status in the community, power, etc. As it stands right now, they are concerned ONLY with having a department which keeps animals off the streets, so they don’t present a nuisance or a hazard. Being shallow types, who don’t care about much that doesn’t revolve around themselves, they do NOT want humane people running these facilities, or employed by these facilities. That would gum up the works and possibly cost more money.

      Once in a while, a humane person slips through the cracks, and gets employed in such a place. You will find that most of them are unable to deal with the cruelty of their co-workers, and/or being the target of bullying by the director, so they don’t stay.

      Even though the politicians are concerned about their images and reputations, so far most of them have been dealing with the likes of us by lying, covering up, being slick and glib, etc. It is a tough fight when the people in power don’t care. But we must be persistent. Remember, the corruption starts at the top in most of these city and county facilities.

    • I’m in agreement with you. Whatever salaries, pensions, bonuses (I’ve always thought that these murderers work on commission with the way they rapid fire euthanize poor animals). EVERYTHING should be paid back. And never hold any type of city , state or federal position, let alone come in contact with animals again. That’s just for starters. Next, five years in jail sounds about fair to me.

    • The other states are just as bad. I live in California, and some of the things I’ve heard from reliable sources, even coming out of our alleged “Humane” Society… But trying to get charges filed in this politically corrupt atmosphere is like trying to crash through a brick wall with just your body.

  13. It’s bad enough these dogs had to be euthanized, but, not having them sedated before hand is horrible. I hope these fuckers lives are made miserable because of their heinous deeds.

  14. You know,it is bad enough these poor fur babies are KILLED anyway. But to find out that they have suffered beforehand is terrible, these people have no right being around animals and should be held responsible. I am outraged to hear this, they should have known that this was wrong and illegal. Sent them tojail, no excuse for this at all. I am sick to my stomach over this.

  16. FFS only six months a fine of 2,000 that’s a slap in the face for the dogs who were not euthanized properly. They should had received 5 years maybe more fined 5,000 may be more and banned from working in a shelter for life. RIP dogs you did not deserve this treatment by these scum bags xxxxx

    How about the picture of the 3- stoogers, so the locals can have a good look as to what not to hire for anything in the future. Sorry they believed they can get away with murder because they have gotten away with murder. It does renew my faith in humans because somebody stepped up and told. I am sure they will pay dearly. But they can sleep at night because they changed it all. Mark my word and put it on your calander, many of these dogs will be adopted now.
    Because the injustice is that earthshaking it will stir the souls of people who never even thought about adopting a dog.

  21. This position has only one requirement you have to have a high school diploma or GED! Explain to me how someone who has no training in animal behavior or vet medicine can make choices in regards to any animal! Simply put they can’t! There must be a requirement of at least one year of schooling in animal sciences to become an animal control person!

    • What they DON’T want is someone who has volunteered their time rescuing and caring for animals, because they (the mayors, council members, etc.) don’t want people who care.

      I was dissuaded from becoming a vet because of the cruel vivisection required to become one, and I’ve met two other people who dropped out because they could not stomach the cruelty in the laboratories.

  22. Typical of Texas…..Stray dogs everywhere,the “Good ole boy” network dies not believe in neutering or spaying their animals,of course not….Can’t make money off a dog who can’t produce puppies to fight,or neglect!!!!
