When a 911 call came into the Rescue Dogs Rock NYC organization early Monday morning from Brooklyn’s New York City Animal Care Center, Jackie O’Sullivan was shocked and in tears. A friendly stray had been nearly strangled to death by her chain collar.

“Yes… What you are seeing in these photos and video is real and happening right now,” the organization’s co-founder posted on the top of the group’s Facebook page to bring awareness to the horrendous situation and to ask for help. “Yes, that is blood dripping and oozing out of Roxie’s eyes. (previously named Salem) The shelter paperwork stated that Roxie was being strangled by a chain which was so tight around her neck that pliers were needed to cut off the chain.”

Roxie was transported by Jackie from the shelter to the organization’s New York City veterinarian partner where the dog has been examined, assessed and treated. It was assumed the blood coming out of the dog’s eyes was a result of the trauma she endured while the pressure built up in her neck and face area because of the near strangulation. At this time, it is unknown if Roxie has suffered brain damage or hemorrhaging.

“Who would do such a horrific act against an innocent life like this… intentionally strangling poor Roxie to near death?,” Jackie asked – not expecting an answer, but expressing the horror of such an egregious deed inflicted upon a defenseless animal.

Notes from the shelter estimate Roxie to be four years old and weighing 43 pounds. Brought in as a stray, the following information was included on her intake card:

“Chain collar too tight to be removed. Had to be cut off with pliers.

Suspect cruelty– strangulation

A:

– severe trauma with cervical swelling r/o possible brain damage

– periocular hemorrhage (suspect due to cervical trauma)

– OU cherry eye

– otitis external”

Roxie is currently listed in critical condition and is being administered pain medication to make her as comfortable as possible. We can only hope they are not too late and Roxie’s life can be saved. To help with Roxie’s medical care:

  1. This sweet girl will be in my best thoughts and wishes that she can pull through this horror and be adopted by loving people. And some people wonder why I embrace misanthropy more as each day exposes cruelty like this with slaps on the wrist punishments doled out by non caring judges who are many times following disgusting laws that benefit maggot criminals who are defended by slime sucking bottom dwelling lawyers.

  2. OMG: I can’t believe the cruelty…….. Poor precious baby……..

I am glad she was saved and I hope for the best for her………

I hope the POS’s who hurt this treasure are caught, arrested and locked up forever……..

Those POS’s who hurt her will burn in Hell forever for their cruelty…… Just hope they get there ASAP (after dying a terrifying, painful death)………

  3. This is horrible, who ever did this should have a chain wrapped around their neck until their eyes pop out. Prayers for Roxie, I hope she will be all right!

  4. The pos who did this needs to be served some justice!!!! So sick of this!!! Why aren’t laws stricter. Sentencing harsher???!!! Why do attorneys get to plea bargain this horrific crime for some bucks?????? Why no mandatory sentences. Someone takes drugs and gets caught they get time, thousands of dollars, drug court, etc. Evil demons do this daily wirh no fear of of being punished!!! WHY????? Lawmakers, prosecuters and judges need to step up , answer for this!!!! What in the world does it take to get this under control???????

    • Enforcement of the current laws would be progress, in my opinion. If this person is not punished, God help the next living being that comes in contact with this person or people. We don’t know if this a first time or …

  5. The fucked up human that created the issue to begin with needs to be dealt with by making the punishment fit the crime!

  6. Her owner needs to be made to wear a collar like Roxie until their eyes pop out. they knew this collar was too tight on her. Damn HUMANS. Thank God that they are good ones out there but the bad ones FAR outweigh the Good ones. Hope you get better and find a family that will love you as you should be.

  7. I’m mortified! This poor dog! If she was picked up as a stray then I don’t have high hopes of the owner being found, unless Roxy I’d microchipped. But if they know her previous name then maybe they know who the cruel owner is! I will be praying for beautiful Roxy to make a complete recovery! PLEASE,PLEASE KEEP US UPDATED. GET WELL SOON SWEET ROXY

  8. It is my opinion that we’re looking at the result of a sexual pervert, who cannot have a relationship with a human being. The frustration from lack of control, over a woman, can only be relieved by using a trusting animal to relieve himself. This is my humble opinion.

  9. I am horrified at the act of this video and I am in tears that anyone could do this to a fine creature such as her, I am an animal lover and I don’t take kindly to animal abusers. I feel that they sould get the maxium penalty that a sex offenders get. Could you please us informed about her progress. i wish to adoped her when she is all healed up. I thank you for getting her the care she needs and the love you are providing her. thank you
