A photo of a sad dog, locked out on a balcony in Philadelphia, Pennsylvania, is causing a good deal of anger online. Facebook users are up in arms, wondering why nothing is being done to help the dog who appears to be living a pitiful existence.

Facebook user, “Lorena,” has posted multiple photos of the dog to Facebook and she has described the ongoing fight to get someone to do something about the sad situation:

This is a battle a group of people have been trying to bring attention to since July! This needs to be corrected. We have exhausted every resource possible. All we are ever told is “we are aware of the problem.”

The dog is on a balcony at a residence on Oakmont Street – why animal control finds the situation acceptable is a mystery. Is the tiny balcony, which does not appear to provide any shelter from the elements, sufficient? Is it even legal?

Lorena wrote, “We were told this man had already received citations. He has not resolved this issue so why is this dog still suffering?”

    • Looked up on Google map and white pages reverse lookup.
Jasmine Lopez could be the owner of dog, there were several houses together on that street. From front they look run-down, but no balcony was in the picture.
Maybe she can’t afford the dog, and if not she should release to a shelter. She may not know her options, especially if no one is telling her there are options.

  6. It looks like a dump. The inside is probably just as crappy as the outside. I hope this dog is rescued from this hell hole and rehomed. I pray he does not end up in a high kill shelter. 🙁

  7. I called and left a message with philly aspca. They are supposed to return my call. I want to know if the sweet dog has been rescued. I want to help. This a beautiful, sweet dog.

    • Hi I live in England and have just seen this picture of the poor dog. I have emailed the address with the picture (I think it was animal control). I really hope this dog is taken away from the vile person that owns him and is given a long and happy life with a caring person.

  8. Please keep calling for this poor baby !! This is so wrong !!!! He is living in hell day in and day out. Is he even eating ??

    • I agree with gaynor henry. I believe the best thing to do if for someone to just take the dog as it’s apparent that all these other places aren’t doing anything and all it’s going to do if they don’t take the dog is piss off the owner and then take it out on the dog even more. I know as I’ve seen it happen before when we would call animal control and they would go out and just have a talk with the owner and that was it and then the next day, the dog would look even worse. So we ended up taking it. Why sometimes it just makes it worse for the animal when we just call animal control or a place look that as most the time they won’t do anything because animals are just considered property. It’s a shame and sad that it’s like that but until laws are passed giving animals more rights and the laws are changed, unfortunately, a lot of times it’s not going to do any good to just call and report it unless you can prove that the animal is being abused like capturing it on video or such. At least that’s what I was told when I called Farm Santuary about a pig that was being neglected.

  9. The dog was taken inside within an hour of the originating complaint on Wednesday. PSPCA officers have been out three times since then to verify that the dog has not been placed back outside. It has not been out. The original Facebook post was removed by its poster whom you refer to as “Lorena” likely due to numerous factual errors. It is disappointing that the “author” of this story has not provided accurate reporting of the facts. Additionally, ACCT has no legal authority to address concerns related to Animal Cruelty in Philadelphia. They can enforce licensing, vaccines and dogs running at large not cruelty. Unfortunately, anyone who calls animal control may become further frustrated by their inability to act in this case. The passion people feel for animals and acting on their behalf is appreciated. However, those who have been quick to call for the theft of the animal or removal of the dog should know the owner wasn’t even the one who put the dog out that day. You want to deprive someone of their dog when this owner did nothing wrong in this situation. A single image does not a thorough investigation make.Compassion for people is just as valuable as compassion for animals.

    • Nicole Wilson, I think you are the one that needs to check your facts. You are not doing a very good job now that you have taken over George’s position. “Owner did nothing wrong”, “single image”. Now those are what I call “factual errors”, perhaps you should investigate a little more before you accuse people of lying and exaggerating. “Lorena” wasn’t the only person posting stuff. If you did your job right, you would know that posts and pics about this poor dog had been circulating the media since July-August. Please consider stepping down, you obviously have no business advocating for animals.

  10. This had been going on since July…i see no dishes or toys for enrichment.terrible place for a dog to be….i hope they keep checking on this poor soul

  11. The Pspca has been following up with Lorena. The family has not had her outside and seem to be heeding the warnings given by the Pspca. Please stop the nasty comments. Theyarenothelpful. Things may not be what they appear.
I personally have driven by on occasion and have been in touch with the spca.

  12. I just emailed the SPCA. I asked them about this. I was a Philadelphia resident for 35+ years. I never had an issue with the SPCA. We have an address for this man and I will start internet research on him.

  13. I found that it is 4758 Oakmont Street, Jasmine N. Lopez is the resident. She is between 50-54 years of age. I’m writing the SPCA with this information. This is all public information on the internet.

  14. Correction on age of Jasmine N Lopez. She is 30 years of age. Ferdinand Lopez and Pete Lopez live at same address. Updating SPCA,

  15. Happily contacted ACO and told them they cannot hide anymore with this recent coverage. Their blind-eye needs to be addressed and this dog REMOVED from this situation immediately. Some people love to comment, but not act. Please do your part and send a two-minute email to help this dog. Thanks

  16. This is what I received from the SPCA at infoACCTphilly.org:

  17. If there is a rescue that will save this dog; it’s in the back drive way. It’s a little balcony outside the, maybe, kitchen window over the path out of the basement next to the garage.

  18. I’m lost. One post says that the dog in inside and then others after that say the dog is still outside. So what’s really going on?

  19. This is crazy let me update you all i know the owners personally and jasmine lopez loves her dog. She walks him her children love him ya assume the worse from one bad photo but have ya wondered why lorena wilson deleted her original post and why havent she answered my messeges. You ppl go to her house and drive around there with care she was children in there and would u be mad if u had total strangers on ur door step arguing about ur dog wanting to take ur children pet. Pls stop the nasty comments and the threats.

    • If you know the owners, can you explain why the dog was left on the balcony? From this one photo, s/he appears to be broken spirited from neglect. I certainly hope the dog hasn’t been removed from the public’s eye to now be confined indoors. You must admit, the picture does not give the impression that his dog is loved . . .

    • I agree with Julie and also if you know them and know this isn’t the case with this dog, why haven’t you said something earlier? It’s true that things aren’t always as they appear, but if I saw this dog like that, I would think the same thing, especially when people have said that he’s been seen out there quite a few times. I wish I lived there so I could just hang out there for awhile and see how long this dog is left outside and video tape it and also ask the neighbors about it and then go to animal control.

  20. I didnt know what was going on until i went to visit. I told her she should post a pic of the dog with the date so u all can see how beautiful he looks but she told me she will handle it. I cant control ppl actions but i visit more now just to make sure all your accusations are correct and everytime i show up Max is inside or just coming back from a walk trust me if there was any abuse going on i would of been the first to save him.

    • There was a rumor about how he was rescued by a woman who purchased him for $60 from the owner…… but it seems like it was all for show, and people are suggesting he might still be at that Oakmont address. As of now, noone knows his whereabouts. The so called rescuer never turned him into Guardians Rescue. She just never dropped the dog off with them and now she’s refusing to provide additional info.

      • Bombard her with messages! She is on Facebook as Christinaa Marie. As of today, there is still no information from her……..NOT ONE WORD, nor will this girl send a picture to prove that Max is safe and sound.
