The owner of a puppy who was starved and brutally beaten may not face charges. According to Monday’s publication of PennLive, though a veterinarian for the Lancaster SPCA determined that the puppy suffered a brutal beating, and was starved, an email from a county detective indicates that charges won’t be filed.

The puppy, a 14-week-old pit bull mix, did not survive the injuries – a press release from the Lancaster SPCA outlined the multitude of injuries which she suffered, including broken bones, shattered teeth, and paralysis of the back legs, which left her unable to stand and in excruciating pain. The puppy’s injuries were so severe that she was humanely euthanized after her owner surrendered her to the shelter on October 11.

The man who surrendered the grievously injured puppy initially told staff at the shelter that she had been hit by a car…the same man told a different shelter employee that the puppy was injured after falling from a two-story building.

Dr. Mike Descant, the shelter’s veterinarian, carefully examined the puppy’s body and determined that her injuries were not consistent with being struck by a car, or falling from a building. Instead, Dr. Descant determined that her wounds were consistent with being abused. After the puppy was examined, the shelter advised the authorities that this was a clear case of animal cruelty. The allegations of abuse were substantiated by a necropsy performed by Dr. Jason Brooks, a forensic pathologist at Penn State – Dr. Brooks determined that the puppy had suffered beatings over a two-week period of time.

Though the email from earlier this month indicates that there will be no charges in this case,  district attorney spokesman Brett Hambright has stated that the case is still open.

  1. The case better be “still open” this is absurd, they can’t let this low life get a way with killing this dog! How does someone treat a 14 week old puppy like this in the first place. The POS needs to be jailed!

This is BS…you have the owner who surrendered the dog and you have the expert (forensic pathologist) weighing in that the dog was abused (broken bones, shattered teeth, and paralysis of the back legs) multiple times over 2 weeks. Charge the POS with animal cruelty. Personally, I would forego charges and beat the crap out of him so that he suffered and died. RIP sweet pup. I’m sorry your death will be in vain.

  3. UNACCEPTABLE !!!!! IF THIS MONSTER WALKS FREE AFTER THE HEINOUS, BRUTUAL, ABUSE TO THIS POOR PUPPY THE POLICE AND OTHER AUTHORITIES ARE JUST AS DESPICABLE AS THE “LESS THAN HUMAN” MONSTER. Are you going to wait till they turn on other people, if they already aren’t? AND, they will just get another poor innocent animal to torture !!!!!!

  8. I believe in an eye for an eye. One who physically tortures animals will receive the same treatment…only worse. Animals are so innocent and loving, it really breaks my heart that they are so forgiving; especially dogs. I love all species in the animal world and if I had enough money, I would adopt so many of the abused cats, dogs, horses, cattle…..and many more.

  9. I suggest the case stay open……the SOB be charged. This type of issue in THAT area is very, very sensitive. We are not mushrooms………we will not be kept in the dark and fed crap. These abusers need to PAY. They need to be made an example of……….you are just asking for a much larger issue to come to fruition should these abusers get a “PASS” all of the time…….people do not want to wait.

  10. Animal abuse is a FELONY a FELONY a FELONY in EVERY STATE!!!!! why isn’t he being arrested?????? Why are the police not doing their job? They need to be sued for not doing their job. This reminds me of how slaves were mistreated while law inforcement looked the other way and now we have the police killing black people every chance they get. The problem with cruelty like this is that it continues and gets worse if no one stops it! The police are hired and paid to inforce the laws! It is against the law to do this to a dog or any animal! The police and their chief should be fired!

    The FBI Now Considers Animal Abuse a Class A Felony

    In a move seen as a big win for animal rights activists, the FBI has added animal cruelty to its list of Class A felonies, alongside homicide and arson.

    Cases of animal cruelty fall into four categories — neglect; intentional abuse and torture; organized abuse, such as cock and dog fighting; and sexual abuse of animals — and the agency is now monitoring them as it does other serious crimes. Starting January 1, data is being entered into the National Incident-Based Reporting System or NIBRS, the public database the FBI uses to keep a record of national crimes.

    The FBI’s decision will not only be a way to stop cases of animal abuse but also can help to identify people who might commit violent acts, according to the Christian Science Monitor. Psychological studies show that nearly 70 percent of violent criminals began by abusing animals, and keeping statistics on such cases can help law enforcement track down high-risk demographics and areas.

    “Regardless of whether people care about how animals are treated, people – like legislators and judges – care about humans, and they can’t deny the data,” Natasha Dolezal, director of the animal law program in the Center for Animal Law Studies at Lewis & Clark College, in Portland, Oregon, told the Associated Press.

    Animal abuse is already a felony in 13 states and in Washington, DC., but it had been previously classified with other miscellaneous crimes, making it impossible to get a handle on the patterns of animal-abuse crimes.

    The move to begin tracking cases of animal abuse is a “huge policy shift and significant step forward,” Scott Heiser, a lawyer with the Animal Defense League, told the Washington Post.

    The FBI announced the change in 2014 but only began collecting data as of this month. The information will be publicly available in the coming year, the FBI said.
