Owner claims dog triple chained because of anxiety

In an upscale Greenville, South Carolina home, a German shepherd is chained in a small area in the garage unable to move more than a few inches in any direction. On Thursday, Carmen’s Rescue was notified by a good Samaritan asking for advice how to help a dog in distress.  The note stated:

“I don’t know if anything can be done animal control wise or not? This dog is chained up in a garage all day like this; no fan or air conditioner. She cannot move. Only goes outside to use the bathroom then she is back on the chains. Do you have any ideas?
My friend went over to her cousin’s house last night and saw the dog in that situation. She sent me the picture asking for help on what to do. She tried to get them to let her take the dog and they refused. She contacted me about it and was very concerned about the dog. Had no idea they were keeping it like that in the hot garage.”

The dog is tethered by three different chains; one on each side and another chain behind her. According to the witness, the dog is not able to lie down and stands in that position for eight hours a day until her family takes her out for her bathroom relief.

The rescue immediately contacted Animal Control of Greenville County, who promptly responded and sent two officers out to investigate. According to the owner, the dog has had a variety of anxiety issues and suffered a breakdown on the 4th of July. Claiming he took the dog to a Banfield veterinarian, the owner told the officers he was advised to keep his dog “restrained” until the medication started to work.

 “That is the story he gave and AC took it hook, line and sinker. AC asked for Mr. **** to provide some sort of statement from the veterinarian and that they will come back on Monday the 11th,” wrote a frustrated Carmen Klapper, founder and president of Carmen’s Rescue on her Facebook page.

Greenville County requires dogs tethered to have at least 12 feet of chain and to be able to move around freely. Although it is possible the dog may need to be restrained, using a crate in an air-conditioned and well ventilated area certainly would qualify as a humane alternative rather that being tied with multiple chains.

Tragically, this dog had been sentenced to three more days of being chained up as animal advocates continued to be outraged at the situation.

“Could the AC officer have not at least said ‘Mr. ***, I understand your predicament but what you are doing is excessive, cruel and illegal; here are some more reasonable alternatives…’ and then check again on Monday to make sure Mr.*** is  compliant?,” asked Carmen.

On Saturday afternoon, an email was sent out from Paula Gucker from Greenville County assuring everyone that Animal Control is checking and monitoring the situation. There has been no word if the dog remains in the same situation. Share this dog’s plight; emails expressing concern can be sent to [email protected] and [email protected].

  1. I hope the lady who reported this will contact the local news channels immediately. It has been 100 degrees the last 2 days and will be well into the 90’s until Monday. What AC officer in his or her right mind would leave an animal in that situation? NOT ACCEPTABLE.

  3. I have never heard of anything so absurd! I can’t imagine any competent Vet ever recommending this as a way to treat anxiety in the dog! Lets give this idiot the benefit of the doubt that he misunderstood the Vet, he should still have enough intelligence to know this is inhumane. And Animal Control of Greenville County what kind of idiots are you to believe such a story! Good Grief!!!!!!

  4. Yet another examples of ACOs not doing their jobs because they FAIL to follow the law when dealing with scum like this. How long do these yo-yos think it takes anti-anxiety medication to work on dogs, anyway? The idea of keeping the dog chained for that length of time is LUDICROUS!!! Unless the dog is on some kind of really weird stuff, it should take no more than ONE HOUR for it to take effect. Chaining the dog would only make the problem worse! Why didn’t they bother to check with the veterinarian to see about the meds instead of asking him for a statement, which could say almost anything?

      • The dog is not safe .. the dog is in boarding because the owner is out of town and planed that already in advance .. as of right now the dog will go back to the owner after he returns . Animal Control just want that anybody believes that they done something. We was told they investigate and checking into the vet records … the vet records have nothing to do how they house the dog. Our AC sucks big time here in Greenville we always get told they have to see the side of the Owner too ……

  5. This is total bs! The a hole owner does not deserve this dog and i say his story is not true. The a holes who checked on this dogs welfare are complete idiots also. Please someone rescue this abused and tortured dog before its too late

  6. Does anyone want to assist me in chaining up the owner(s) of this abused dog with three chains several feet from the dog so the dog won’t feel alone. I think it might relieve some of the anxiety the dog might have and give the owner a real life experience of severe anxiety.

    • It wouldn’t be alone because I would chain the owner and TAKE the dog! The owner clearly deserves this treatment and the poor dog does not! What a MORON!

  7. Why didn’t the animal control officer take a few minutes and verify the information with the vet that supposedly treated this dog? Was it that difficult to pull out his cell phone to make the call?

  9. Update :
    We arrange that our informant has a phone conversation today with Dean Campbell and he told her several times that Animal Control is not that bad .. we just leave it there.

    He said that they don’t have enough evidence yet to do anything , the picture alone is not enough and asked if she can send the txt messages to him ( just FYI …we already forwarded them to him 2 days ago 😉 ).
    He would need to talk to the person who took the pictures … well that person also got threaten by the family (that person is a family member) and we don’t believe that she is willing ( or allowed ) to talk to Animal Control.
    Bottom Line is that if Animal Control would asked us all these info Thursday a week ago we maybe had a better chance but they done nothing except tell us that the dog is safe and we all know that this is not true . We will wait one more day and see what Dean Campbell’s answer / solution is and if nothing comes out we will go to the next step.

    I know that before charges can be filled that Animal Control and the Deputy Attorney need enough evidence …and sometimes it seems that they don’t have enough .. but why not go to the judge show him what is there and talk to him .. Explain that the dog is not just chained up for one day .. proof is there .. just look at the picture and maybe if Animal Control would looked in the garage they would saw what everybody else in the picture saw .. all the wood is chewed up and that is not from one day !!!!! maybe do some investigation use your comment sense for once . I remember back in 2012 our 1st meeting with AC .. the supervisor told me back then .. I saw it all !!!!!! so if you saw it all then you should be competent enough to put one and one together . The whole story about the vet report is BS
