Brought into the high kill shelter SEAACA (Southeast Area Animal Control Authority) located in Downey, California, dogs are rarely groomed and are among the first to be euthanized on the date they are made available to the public for adoption or rescue. The other shelter in Downey, a Los Angeles County Shelter, has had a grooming program for the last 8 years sponsored by the LA County Animal Care Foundation. When a dog comes in matted like this one, the dog is always groomed.
